(1)preparation stage: ①insufficient preparation, construction technology resources is not fully utilized,the specific performance in the meter from personnel of course of the construction preparation work,such as field survey,study materials, drawings, and so on,the blue prints.the design in-depth study,instead of just copy, according to the requirements of various literature specification without combining with concrete engineering construction projects targeted organization with the status of planning and design,leading to the construction organization design,can not fundamentally play a fundamental role for guiding the construction. ②on the other hand, the staff's own inadequate levels of knowledge and experience in construction technology can not get effective mining and use of resources, the successful experiences and lessons to learn, not only for reference and don't even know whether there is some project results, this greatly reduces the working efficiency, brings to the job a lot of repeated labor and waste a lot of time and resources. what's more, the content of the compiled and a lack of new technologies, new ideas, new ideas, did not play a decisive role in construction organization design, improve labor efficiency, reduce the consumption of resources is meaningless, just decoration. (2)establishment and implementation phase：#160; ①poor organization and management.project manager has no real organization project technical director,the construction of professional personnel and functional staff to participate in the establishment,but only by individuals, alone arbitrary,and different people for the same type of construction technology in preparation of at the same time,made a lot of unnecessary duplication of effort,reduce work#160;efficiency,a huge waste of resources. ②the importance of excessive pursuit of construction management benefits and neglect of economic benefits. at present, all think that the management system of the construction organization design as a technology only a link, too dogmatic, only in the pursuit of benefit and rarely consider the economic benefit of construction technical measures, that is, there is a focus on organization, rather than pay attention to the aspects of the concept of economic management, and ignore the cost in the process of construction management concept and function, it never occurred to realize the significance of improve the economic benefit target. this further results in the failure of the construction management efficiency and economic benefits to be effective, and the construction organization design can not play a decisive role in the construction process. ③deviation from construction organization design and implementation.the current staff as functions of the construction organization design work,and did not give full play to its important role，but only in one of the decoration and forms a part,is basically by the technical department of a few technical personnel responsible for the preparation of construction organization design,and some construction department is responsible for on-site construction management coordination,but lack the necessary communication and exchange in the middle.this leads to the phenomenon of separation of design and construction departments,has developed a kind of no construction organization design in the construction of a bad phenomenon,even if there is a good instructional organization design for real application in the construction site to cause such a vicious circle,cause the construction organization design is a form and decoration,no practical significance for guiding the site construction management。

施工组织设计的内容必须适应工程项目和业主、设计、监理的特殊要求，同时也必须符合国家有关法律、法规、标准及地方规范的要求。

2. 研究的基本内容、问题解决措施及方案

2.1本课题要研究或解决的问题 较多工程施工组织设计的重要性没有完全发挥出来，甚至对其重要性的认识不尽人意，主要表现为： （1）目前施工组织设计的编制经常是技术部门的几个技术人员包揽，技术部门搞编制，生产部门管执行，出现设计与实施分离的现象，以至造成施工组织设计只是个形式而已，不能真正起到指导施工的作用。

（2）编制人员目前所累积的建筑施工技术资源得不到有效、充分的应用，特别是其中的智力资源，这一方面是编制人员自身素质和经验不足造成的；另一方面是传播渠道不足不畅通所致。

对早已有的成功经验没有进行借鉴，所编制的内容缺乏新技术、新工艺，没有起到提高劳动效率、降低资源消耗的作用。
