摘 要

伴随着我国综合国力的增强，带动基础设施建设力度也逐步加大，适逢市场开放程度增强趋势的潮流，公私合作模式逐步成熟扩展，我国鼓励社会资本参与到基础设施建设当中来缓解当地政府的财政压力和单一的投资方式，提高工程效率，顺应潮流大力支持基础设施PPP的模式。因此PPP已经成为基础设施的主要建设运营模式。然而，基础设施PPP项目的成立涉及的参与方众多，融资结构复杂，因此利益链条垄长而复杂，融资风险巨大。因此，对于基础设施PPP的融资风险评估是整个项目成功与否的关键因素。

本文在国内外的文献研究基础之上，对PPP项目的内涵进行了简要的阐述，并以昆明新亚洲体育城PPP项目为案例，对该项目的融资风险进行识别，建立了相应的风险指标体系。并在所建立的指标体系的基础上，使用灰色系统理论的思想，对昆亚体育城项目进行风险评估，由此得出了该项目整体融资风险较高的结论，并针对本文识别出的风险提出了相应的风险控制的建议。

Abstract

Infrastructure is built by the government to facilitate our lives,and it is the key to promote economic development. Infrastructure around us in all aspects, is a symbol of comprehensive national strength.

With the strengthening of our comprehensive national strength, the infrastructure construction has been gradually increased.And with the trend of the market openness is increasing,the mode of public-private cooperation is gradually expanding and mature. In order to change the single way of investment and to alleviate the financial pressure of the local government,China encourage social capital to participate in the construction of infrastructure.So we follow the trend to vigorously support the infrastructure PPP model.So in this situation, PPP has become the main infrastructure construction mode of infrastructure.However, the establishment of infrastructure PPP projects involves a large number of participants,the financing structure is complex.Many reasons lead to one results that financing risk is huge.So in one word,for the infrastructure PPP financing risk assessment is the key to the success of the project.

In this paper, the gray system theory is used to construct the evaluation model.Taking the New Asia Sports City in Kunming as an Example to complete a qualitative and quantitative analysis of financing risks.Identify key risk factors for project financing risk and put forward the corresponding risk control recommendations.So as to enhance the importance and necessity of confirming the risk assessment of PPP project financing and enrich the application of gray system theory in risk assessment.

1.1 研究背景与意义

1.1.1研究背景

基础设施是一个城市乃至一个国家展现出来的第一外貌，是经济建设的基础，更是国家综合国力的象征，因此，基础设施是国家建设当中不可或缺的一点。当基础设施建设的完善，能带来巨大的外部效应，辐射周边从而产生相应的社会效应。我国的经济发展一直存在地区发展不平衡且伴随着投资效率低下等问题，随着中国综合国力的增强，我国愈来愈加重视影响基础设施建设的主要原因，扩大对基础设施建设的投资，重点扶持偏远地区的建设。但是，仅仅只依靠政府资金来开启基础设施建设项目是远远不够的，这容易造成财政紧张，资金链断掉的结果。而社会上拥有大量的闲置资本无法发挥作用，所以，如何调动社会资本的积极性，发挥社会资本的在基础设施建设当中的作用，缓解财政压力，提高我国的经济效益是解决问题的关键。

当前，由于我们国家长期处于促进各个地区发展平衡，推动城市现代化发展的阶段，我国的经济也不可避免的同样目前并可能长期处于促进生产方式、改善国民经济结构、提高自主创新能力的、缩小贫富差距的经济状态。相应的，国家财政存在着收入增长速度低下，由于管理体制杂乱无章引起的资金利用效率低下等多种问题。由此看来，推广基础设施PPP迫在眉睫，能够快速提高我国的资金运用效率，优化资源配置，提高国家政府为发挥推动基础设施建设的服务职能。

伴随着国外使用基础设施PPP手段的成熟和多不计数的成功案例，我国已经相应的也引入PPP进行基础设施的建设，并成为创新政府为公民进行公共服务和提供公共产品的主要手段。十八大三中全会提出并强调了市场对于社会资源配置的决定作用，2016年12月国家发改委和证监会提出PPP项目资产证券化使得“PPP ABS”拉开序幕，2017年4月提出大力发挥PPP对经济建设的支持作用，这些都是国家推动社会资本参与经济建设，充分发挥在市场中政府和私营资本的主体作用。在国家政府的大力推动下，基础设施PPP已经在各个地区广泛展开应用。
