摘 要

随着我国经济和社会的不断进步，人们对物质生活水平要求不断提高，城市生活垃圾也产量剧增，城市生活垃圾的处理成为必须解决的问题之一。传统的生活垃圾处理模式为政府包干式的环卫管理体制，在当前的环卫管理体制下拥有着各种各样的缺陷，比如财政资金难以满足不断上涨的垃圾处理需求、基础设施运营效率不高、城市环卫管理法规不健全、公民的环保意识有待加强等。在如今这种情形下，PPP模式在城市生活垃圾处理中的研究和应用是必不可少的,PPP模式整合政府与市场关系，集中资源，以缓解财政资金的压力和提高基础设施运营效率，合理进行利益分配。

论文主要先对PPP模式的研究应用进行梳理，并对国内外的应用情形进行分析综述，以此为基础分析PPP模式在我国城市生活垃圾处理中所需要面对的问题以及现在所处的现状，结合现实情况和实际案例分析PPP模式在我国城市生活垃圾处理的过去总结以及效果评价。最后根据分析内容构建一套适合我国国情的政府职能框架。

Abstract

With the continuous development of Chinese economy and society, people's living standards have been continuously improved, and the output of municipal solid waste has increased dramatically. The treatment of municipal solid waste has become one of the problems that must be solved. The traditional waste disposal model is a government-style sanitation management system. There are various problems in this system. For example, the funds can not meet the rising demand of garbage disposal, the efficiency of infrastructure operation is not high, and the urban sanitation management Regulations are not sound, the citizens of environmental awareness to be strengthened and so on. In this case, the PPP model in the city of garbage disposal in the research and application is essential. PPP model to integrate government and market relations, focus on resources to ease the pressure of financial funds and improve the efficiency of infrastructure operations, reasonable distribution of benefits.

This paper mainly analyzes the research and application of PPP model, and analyzes the application situation of PPP model at home and abroad, and analyzes the problems that the PPP model needs to face in China's urban solid waste disposal and the present situation, Combined with the actual situation and the actual case analysis of PPP model in China's urban domestic waste disposal in the past summary and effect evaluation.
