摘 要

近年来，随着竹皮河沿岸的工厂，还有周围居住的民众向竹皮河排放工业废水和生活污水，使得竹皮河水质严重恶化。结果不但导致竹皮河丧失基本生态作用，还严重威胁到了下游群众的生活环境及饮水安全及生产劳作，严重阻碍了当地经济的发展。因此，为实现竹皮河流域可持续发展和当地社会效益，经济效益，拟建竹皮河流域水环境综合治理工程已刻不容缓。

论文就杨竹流域水环境综合治理工程项目对当地环境的影响进行评价研究，分析了该工程项目在施工期及营运期对当地周边环境的影响。论文的主要内容包括工程项目周围的环境质量现状调查与分析，施工期与营运期环境影响预测与评价及相应污染防治措施，还有建设项目的可行性分析。

研究结果表明本工程项目符合产业政策和城市规划的要求。在严格依据提出的各项相关规定，全面落实提出的各项环境保护措施的情况下，项目具有良好的经济、社会、环境效益。从环保的角度来看，该工程项目的建设是可行的。

Abstract

In recent years, with the bamboo along the river factory, there are people living around the bamboo River to the discharge of industrial waste water and sewage, making the bamboo skin water quality deteriorated seriously. The result not only led to the loss of the basic ecological role of the bamboo river, but also a serious threat to the downstream people's living environment and drinking water production safety work, seriously hindered the local economic development. Therefore, in order to achieve the sustainable development of bamboo river basin and local social and economic benefits, it is imperative to carry out comprehensive management of water environment in Bamboo River Basin.

This paper evaluates the impact of the project on the local environment in Yangzhu River Basin water environment comprehensive management project, and analyzes the impact of the project on the local surrounding environment during the construction period and operation period. The main contents of the paper include the investigation and analysis of the environmental quality around the project, the forecast and evaluation of the environmental impact during the construction period and the operation period, and the corresponding pollution prevention and control measures, as well as the feasibility analysis of the construction project.

The results show that the project meets the requirements of industrial policy and urban planning. The project has good economic, social and environmental benefits in the light of the relevant provisions put forward in strict accordance with the relevant regulations and the comprehensive implementation of the proposed environmental protection measures. From the environmental point of view, the construction of the project is feasible.

第1章 绪论

1.1 研究目的

一直以来，环境问题作为全球性问题。环境问题产生的原因往往是由于人们过分地追求社会经济发展，从而导致资源越来越匮乏、生态环境严重破坏。人们寻求社会经济的发展必定要不断的消耗自然资源，这也就不可避免地对环境造成很大的负面影响。不论哪个工程项目，都会在施工期和营运期对其进行预测和评价，从而降低工程项目对周边环境造成的不利影响。

环境影响评价可以为有相关需求的建筑单位，相关管理部门提供决策依据。当建筑单位要拟建某个项目时，就需要以环境影响评价制度为依据，按照规定进行项目拟建，从而确保工程项目建造过程中以及建造完成后运营期间不会对周围环境造成破坏。并且，当环境管理部门对某个项目进行环境影响的考核时，就需要以环境影响评价制度作为决策依据，严格按照规定对该项目进行考核。
