摘 要

投标是与招标相对应的概念，它是指投标人应招标人特定或不特定的邀请，按照招标文件规定的要求，在规定的时间和地点主动向招标人递交投标文件并以中标为目的的行为。投标文件是指投标人应招标文件要求编制的响应性文件，由投标函、投标资格审查文件、技术标、商务标和综合标组成。

在大学四年里进行工程管理专业的相关课程的学习，和参与认知实习、施工生产实习，完成工程结构课设、工程造价课设，并大量的查阅资料下，我对投标文件的编制有了更深一层的学习与了解。通过对银海家园G2#栋项目进行投标文件的编制，熟悉和掌握工程招投标过程以及工程项目管理的相关理论，综合运用所学的基础知识、专业知识和基本技能进行投标文件的编制，总结学生在校期间的学习成果，使我能正确运用相关软件掌握建筑工程工程量清单计价编制技巧以及商务标与技术标编制技巧，提高自己分析问题和解决问题的能力，通过实际工程的投标文件的编制，初步掌握其设计原则、方法和步骤，并获得设计技能的基本训练。

Abstract

Bidding is the concept corresponding to the tender, it refers to the bidder should be invited or not specific invitation, in accordance with the requirements of the tender documents, in the prescribed time and place to submit the tender documents to the tender and bid for the purpose of behavior. 绪论

研究这个课题就是为投标单位拟定更完善的投标准则，促进头标过程中的公平、公正、公开原则。一个健康的招投标制度应该是按照“公开、公平、公正”和“诚实信用”的原则，建立起统一、开放、竞争、有序的建筑市场。通过对工程量清单及投标报价的编制，确保市场竞争的公开、公平、公正。

通过此次的毕业设计，编制一个具体的工程项目的投标文件，融会所学的专业知识，提高自己的综合应用能力、发现和解决问题的能力和查询资料等的能力。编写标准的工程建设项目投标文件，让我加深了对相关的国家法律规定的了解；可以掌握资格预审文件、商务标部分及技术标部分的编制过程；熟悉一个招投标文件编制的具体编制的相关过程，了解过程中个环节的作用及意义。这次毕业设计是我们今后在工作中编制投标书的一次预演练，通过此次投标文件的编制，掌握编制的技术及方法，提前为自己走上工作岗位打好基础。

本设计是对银海家园G2#栋项目投标文件的编制，因此，需收集整理的相关文献和资料来了解如何编制投标文件，并根据施工规划的编制原则、编制要点、编制依据、编制方法构成内容和本项目的施工图纸等来进行技术标，商务标和综合标的编制。
