摘 要

“十三五”期间是我国推动经济社会发展由要素驱动向创新驱动转变的关键时期，是确保全面深化改革在重要领域和关键环节取得决定性成果的重要五年。在未来的五年里，武汉市将作为国家全面创新的试验城市，为将武汉打造成为全国重点创新城市，我们的任务还很艰巨，虽然随着“十二五”规划的逐步实施，武汉市孵化器已经得到迅速的发展，但是面临未来即将出现的机遇与挑战，对武汉市孵化器产业发展战略的研究也是至关重要的。

本文首先分析了武汉市孵化器的宏观环境、行业环境、竞争环境，了解到武汉市孵化器的外部环境后，分析其发展机会和威胁。然后从运营与服务、创新绩效和孵化绩效三方面来分析其内部能力，利用 SWOT 分析模型，总结分析孵化器的优势、劣势、机遇和挑战，然后分别从ST、SO、WO、WR四个方面进行战略组合，以实现“十三五”战略总目标为原则提出四种备选战略方案。最后提出战略实施的具体措施和相关保障措施。

本次研究灵活运用大学课本关于战略管理的知识，还将PEST分析、“五力模型”分析和SWOT分析灵活运用到研究中，是整个研究过程更具有说服力。本次研究的主要结论有：武汉市具有明显的地域、科教文化和经济优势，但是在运营机制和管理、人才培育和利用等方面仍有不足，因此需要及时调整战略，全方位整合资源，充分依靠政府的支持，以求最大程度上发挥武汉市孵化器的优势。

Abstract

In the next five years, Wuhan as a national comprehensive innovation reform test area, will work to establish a national innovation city and national center city, to build global influence industry innovation center. As the national science and technology business incubator "twelfth five-year" development plan ", the implementation of the incubator industry in China entered the new period of rapid development, in the case of both opportunities and challenges, in Wuhan university of incubator development strategy research is extremely important in the future.

This article first from the macro environment, industry environment, competition environment three aspects analyzes the incubator of the external environment in Wuhan university, find its development opportunities and threats. Then from the business model and operation mechanism, assets and hatchability, core service ability three aspects to analyze the internal ability, summed up the incubator status quo and existing problems of Wuhan university. Using the SWOT analysis, summarize advantage of incubator, weaknesses, opportunities and challenges, and then from ST, SO make strategic combination, settlement, WR four aspects, in order to realize the overall goal for the principle "much starker choices-and graver consequences-in\" strategy put forward four kinds of alternative strategy. Finally put forward the concrete measures of implementation of the strategic plan and the guarantee.

The study in the university of flexible use of textbook knowledge of strategic management, will also be a PEST analysis, the model of "five" to apply to the study, analysis and SWOT analysis is the whole research process more persuasive. The main conclusions of this study are: Wuhan city has obvious regional, science and education, cultural and economic advantage, but in the operational mechanism and management, talent cultivation and utilization, etc., there are still insufficient, so you need to adjust strategy, comprehensive integration of resources, fully rely on the government's support, in order to maximum play to the advantages of incubator in Wuhan university.

1.1研究背景和意义

1987年，中国正逐步实施科技体制的改革，武汉东湖科技创业中心在武汉成立，带领着武汉市孵化器产业走上发展道路。在国家政府的推动下，我国孵化器经过20多年的发展，已经在全国范围内得到迅猛的发展。然而，在现实变幻莫测的条件下，每个孵化器都有自己独特的内部条件，所处的外部环境也各不相同，这些内部条件和外部环境的相互作用使得它们的孵化能力各不相同。如何利用资源优势形成核心竞争力、选取怎样的商业模式来确保孵化器可持续发展、未来孵化器该如何发展，这些问题都是我们目前亟待研究的问题。

本文的实践意义市通过调查分析武汉市孵化器的内外环境分析，分析其优、劣势，并结合其所面临的机遇与挑战对武汉市孵化器进行SWOT分析，为孵化器的未来发展制定战略，使孵化器在未来发展过程中能充分利用资源优势，提升孵化器核心能力，提高孵化质量与水平。孵化器带动武汉市创新产业发展，进一步促进武汉市经济发展，因此研究孵化器的发展战略对武汉市未来发展有至关重要的意义。
