摘 要

财政支出是政府调节控制经济一种重要手段，对于当地的经济增长有着十分深远的影响。当下国际形势日渐严峻，国内改革任务繁重，回眸刚刚过去的“十二五”，湖北省在政府的正确领导下，财政收支实现新跨越，民生保障达到新水平。为了更好的部署湖北省的发展，续写新的辉煌，本文通过对财政支出对于经济增长的影响进行定量分析，探讨财政支出对于湖北省经济的作用时间以及影响程度，从而为制定科学的财政政策提供依据。

本文在经济学的内生增长理论的基础上，从湖北省的财政支出、资本存量以及劳动力资本三个方面，更为准确地研究经济增长的影响因素。同时采用协整检验以及最小二乘法进行回归，并利用VAR模型建立脉冲响应函数，具体分析各个因素对于经济增长的影响，以研究湖北省财政支出对于地区经济增长的冲击，进而探究湖北省在公共财政体制转型的过程的发展方向,促进湖北省的经济增长。

Abstract

Fiscal expenditure is an important means of macroeconomic regulation and control of the government, has a very far-reaching impact on local economic growth. Nowadays, the international situation is increasingly grim, the task of domestic reform heavy, review the "Twelfth Five Year Plan", under the correct leadership of the government, the financial revenue and expenditure of the Hubei Province achieves a new leap forward and protect the livelihood of the people to a new level. In order to arranging the development of Hubei Province better, writing a new brilliant, this thesis makes a quantitative analysis of the impact of financial expenditure on economic growth to explore the function time and extent of action of the fiscal expenditure on the economy of Hubei Province , in order to provide basis for making scientific financial policy.

Based on the endogenous growth theory of economics, this thesis studies the influence factors of economic growth by a more accurately way from three aspects of the fiscal expenditure, capital stock and labor capital of Hubei province. At the same time, the cointegration test and the least square method are used to make the regression, and the impulse response function is established by using the VAR model, to research the fiscal expenditure impact on the regional economic growth in Hubei Province, and then explore the irrational factors of the Hubei Province in the presence of transformation of public finance system to promote the economic growth of Hubei province.

第1章 绪论

1.1研究背景和意义

财政支出通常是指国家财政部门按照支出预算将国家集中的财政资金向有关部门和方面进行支付，以国家为实现其各种职能的活动^[1]。而经济增长一般是衡量在一段时间范围内一个国家GDP的持续增加，体现着一个国家或地区在一定时期内经济总量的增长速度^[2]。政府可以通过对财政支出的规模和结构的调整从而实现经济增长，前人的各项研究也都表明政府财政支出与经济增长之间存在着密切的联系，因此研究二者之间的关系有利于优化财政指出的结构，找寻更为科学的经济政策。

当下经济建设进入新常态，湖北省作为中部的核心省份，在我国的发展布局中占据着较高的战略地位，为更好地了解湖北省的财政支出对经济造成的影响，为湖北省经济能够在新的时期有着平稳健康的发展提供决策依据，本文就湖北省的财政支出对经济增长产生的影响展开探讨。在前人所得结论的基础上，通过理论实证分析研究湖北省财政支出对GDP增速的影响，试图在新常态背景下对湖北省的财政支出规模进行改善，更好地促进湖北省经济的增长，制定更为科学定量的财政政策，既要保证经济短期的增长速度更要保证经济长期的增长质量，书写荆楚新的辉煌。
