摘 要

贫困一直是困扰人们的顽疾，尤其在乡村振兴的背景之下，解决贫困问题更是一项重点工作。随着经济社会的发展，2020年将实现现行标准下贫困人口的全面脱贫，这意味着对今后的扶贫工作将提出更高的要求。金融扶贫是扶贫工作中的重要一环，在利用金融机制扶贫时，需要重视绿色发展原则，形成了绿色金融扶贫的思想，这是对原有金融扶贫实践上的创新。而目前绿色金融扶贫的研究大多停留在理论研究的层面，缺乏实证分析，因此结合目前现有的绿色金融扶贫的实践，对绿色金融扶贫进行实证分析，对于丰富我国的扶贫方式，促进金融业的可持续发展具有重要意义。

本文在理论上分析了绿色金融对综合扶贫的作用机理后，归纳了当前的绿色金融扶贫的主要模式。再以贵州省为例，分析贵州省目前绿色金融扶贫实践，说明其存在的问题，并根据前文对绿色金融扶贫模式的总结，对其提出针对性意见，以此更好地促进贵州省的绿色金融扶贫。

Abstract

Poverty has always been plagued the ills of people, especially under the background of Rural Revitalization, solve the problem of poverty is a priority.With the economic and social development, 2020 comprehensive poverty alleviation of poverty population under the current standard, this means that the poverty alleviation work in the future will be put forward higher requirements.Financial poverty alleviation is an important part of the poverty alleviation work, the use of financial mechanism for poverty alleviation, need attaches great importance to the principles of green development, formed the thought of "green financial poverty alleviation", this is the original financial innovation on the poverty alleviation practices.Now, most studies of green financial poverty alleviation in the level of theoretical research, lack of empirical analysis, so the practice of combining the existing green financial poverty alleviation, empirical analysis was carried out on the green financial poverty alleviation, to enrich our country poverty alleviation, promoting the sustainable development of the financial sector is of great significance.

This paper theoretically analyzes the function mechanism of green finance on comprehensive poverty alleviation, and then summarizes the current main modes of green finance poverty alleviation. Then, taking GuiZhou province as an example, this paper analyzes the current poverty alleviation practice of green finance in GuiZhou province and explains its existing problems. Based on the previous summary of the poverty alleviation model of green finance, this paper puts forward targeted opinions on it, so as to better promote the poverty alleviation of green finance in guizhou province.

第1章 绪论

1.1研究背景及意义

2017年10月，习近平同志在十九大中，就实施乡村振兴战略作出了重要决定，这是促进农村发展、实现城乡发展一体化的重要途径。其中，解决贫困问题是该战略实施的重点难点。在此背景下，扶贫工作的研究显得尤为重要。

自改革开放以来，我国经历了四十多年的扶贫实践。随着社会经济的发展，我国的扶贫工作已经取得了巨大成就。2013年，习近平同志在湖南实地考察期间，首次提出了“精准扶贫”的重要理念。精准扶贫更加强调精确减少贫穷，并向不同贫穷家庭的情况提供精确的援助，在强调经济扶贫的同时，更要注重生态扶贫，不仅使贫困人口在经济上实现脱贫，同时还能享受到绿色生态环境，从而实现物质和环境领域双重脱贫。因此，精准扶贫要坚持以绿色为导向。

在当前我国国情下的众多扶贫方式中，金融扶贫发挥着独特的作用，是扶贫工作中的重要一环。利用金融机制扶贫时，就迫切需要建立健全绿色金融体系，探寻贫困地区绿色发展之路。2020年我国将实现现行标准下农村人口全面脱贫，这一目标实现以后，今后的扶贫的重点将不再是简单的实现脱贫，更多的是注重扶贫的综合效益，即注重经济效益的同时兼顾扶贫的绿色效益。根据未来扶贫工作的主要方向，本文将绿色金融引入到扶贫工作之中，并结合我国的具体实践，对当前的绿色金融扶贫模式进行研究，再落脚于贵州省的绿色金融扶贫工作进行实证分析，以此为绿色金融扶贫工作提出建议，提高绿色金融扶贫的质量，助力我国的扶贫事业。
