摘 要

2010年以来，我国的儿童福利事业得到越来越多的关注，一系列办法、意见的出台推动我国儿童福利事业的发展，尤其在提出要建立适度普惠型儿童福利制度以后，儿童福利工作的发展方向和预期目标更加明确，我国儿童福利保障对象的范围变得越来越广。基层儿童福利人员是儿童福利事业的基石，在儿童福利的推进中扮演着越来越重要的作用。本文以基层儿童福利人员的建设为研究对象，通过结构体系、内容体系、层次体系三方面对国内及西方先进国家的建设进行比较分析，总结了我国基层儿童福利建设制度政策、岗位设置、薪资水平、缺乏培训、专业性低、文化差异六方面存在不足，并对儿童福利人员的发展进行讨论，提出工作合“理”化、服务专业化、人才本土化、范围扩大化、主体多元化、岗位职业化六方面的建议。

Abstract

Since 2010, more and more attention has been paid to China's children's welfare. A series of methods and opinions have been put forward to promote the development of China's children's welfare. Especially after the proposal of establishing a moderately inclusive children's welfare system, the development direction and expected goal of children's welfare work are more clear, and the scope of China's children's welfare protection objects is becoming wider and wider. Grass roots child welfare personnel are the cornerstone of children's welfare, and play an increasingly important role in the promotion of children's welfare. This paper takes the construction of basic level children's welfare personnel as the research object, through the comparative analysis of the construction at China and western advanced countries in three aspects of structure system, content system and level system, summarizes the deficiencies in six aspects of basic level children's welfare construction system policy, post setting, salary level, lack of training, low professionalism and cultural differences, and carries out the development of children's welfare personnel Discussion, put forward six suggestions: reasonable work, professional service, localization of talents, expansion of scope, diversification of main body and professionalization of post.

1.1.1研究背景

一方面，是中国儿童权利受侵害的普遍性及儿童福利政策的不断呼吁：

我国儿童权利受侵害的问题已经严峻到需要迫切介入的程度，截止2009年，我国共有城乡低保儿童492.9万人；孤儿总数约有57.3万人；城乡福利机构收养的孤残儿童7.2万人；城市救助和收容的流浪儿童11.6万人次，儿童遭受侵害的比例也是触目惊心。被疏忽照顾、性侵害、精神虐待、身体虐待等问题都需要对此迅速做出回应，为受到和可能受到伤害的儿童提供救助、保护和服务的措施。

2010年，儿童福利政策首次成为国家级政策议题，标着着中国社会正式进入了儿童福利时代，特别是2016年以来民政部与儿童福利相关的意见政策井喷式出台，农村留守儿童、困境儿童逐渐成为我国儿童保护的重点对象，儿童福利人员越来越多地在相关政策中被提及，学术界对于儿童福利政策的研究蒸蒸日上的同时，儿童福利人员在保障儿童福利上也发挥着越来越重要的作用。

另一方面，是西方各先进国家对儿童福利的重视：
