摘 要

本文在国际卫生条例的基础上，结合国际海事组织等机构现有公约梳理邮轮旅客的卫生保障和国境检疫策略，通过查阅文献得出邮轮典型传染病的传播特点和感染因素，所得到的结果对港口卫生组织和海事组织处理邮轮疫情具有重要指导意义

论文主要研究了本国的四种检疫方式，并对优缺点进行了分析；然后研究了国际卫生条例对缔约国应对公共卫生风险时采取的措施的要求，并就邮轮上结构和特殊旅客研究隔离和转运方式；最后结合旅客与旅游公司间保险合同和现有公约分析对旅客生命财产安全的保障。

研究结果表明：现行的检疫办法已经不能满足多样化的疾病的侵扰，必须进行完善；邮轮的空调循环系统是隔离时的一大隐患，需要对其进行改进；市场上的船票保险对邮轮传染病这方面的保障很少甚至于空白，相关部门必须立即对其做出改变；另外邮轮运营方为降低国际邮轮的运营风险，可能需要强制为旅客购买邮轮疾病险，以求最大化保障旅客和船员的生命财产安全；中国需要建立以国际卫生条例为指导文件，以邮轮运营方、港口卫生机构和船方等多机构合作处理疫情的应急体系。

Abstract

On the basis of the International Health regulations and combined with the existing conventions of the International Maritime Organization and other agencies, this paper combs the health security and frontier quarantine strategies of cruise passengers, and obtains the transmission characteristics and infection factors of typical infectious diseases on cruise ships by consulting literature. the results obtained are of great significance for Port Health Organization and IMO to deal with the epidemic situation of cruise ships.
This paper mainly studies the four quarantine methods in our country, and analyzes the advantages and disadvantages, and then studies the requirements of the international health regulations on the measures taken by the States parties to deal with public health risks. it also studies the isolation and transfer mode of cruise ship structure and special passengers; finally, it analyzes the protection of passengers' life and property safety by combining the insurance contracts between passengers and tourism companies and the existing conventions.

The results show that the current quarantine methods can no longer meet the invasion of a variety of diseases and must be improved; the air-conditioning circulation system of cruise ships is a hidden danger during isolation and needs to be improved; the protection of cruise ship infectious diseases by ticket insurance on the market is very little or even blank, and the relevant departments must change it immediately in order to maximize the safety of passengers and crew's lives and property；China needs to establish an emergency response system with international health regulations as the guidance document and multiple agencies such as the maritime administration, cruise ship operators, port health agencies and ship owners working together to deal with the epidemic.
