摘 要

我国最近这些年内河航运根据其高效、经济、绿色等的优点，为涉及地区的经济和社会发展起到了促进作用，工程船在内河通航中充当着不可缺少的角色。本文讨论的砂石船即为采砂船和运砂船的统称。采砂船由于受到天气、船舶尺寸、吨位等多种因素的影响，频现水上交通事故，给水上作业的人员安全和经济发展都带来了较为严重的影响和威胁。因此需要根据我国内河通航的法律法规，结合现有的内河工程船工作条件进行内河海事现场安全监管指南的研究。达到保障水上人命、财产安全，防止船舶造成污染，规范船舶安全监督管理活动，减少内河工程船舶事故，提高内河工程船舶工作效率，提高海事安全意识等目的。

本论文主要结合我国相关法律法规和船检规范等要求，结合海事现场的检查经验，从文书检查、设备检查和操作性检查三方面梳理我国内河工程船安全监管的主要项目，以及检查过程中发现的主要不合格项以及原因，并针对主要检查缺陷提出处置意见。最后整理形成适合于现场海事执法使用的内河砂石船现场安全监管指南,充分发挥文书、设备、操作性检查等职能。

ABSTRACT

For a long time, inland river shipping has been playing a positive role for regional economic construction and social development with its unique advantages of high efficiency, economy and green. Engineering ships play an indispensable role in inland river navigation. This paper discusses the sand ship is a general term for the sand dredge and sand carrier. Due to the influence of weather, ship size, tonnage and other factors, sand dredging vessels frequently occur traffic accidents on water, which have brought serious influence and threat to the safety and economic development of personnel working on water. Therefore, according to the laws and regulations of inland waterway navigation in China, and combined with the existing working conditions of inland waterway engineering ships, it is necessary to study the safety supervision guidelines of inland waterway maritime site. To ensure the safety of life and property on the water, prevent pollution caused by ships, regulate the safety supervision and management activities of ships, reduce the accidents of ships in inland river engineering, improve the working efficiency of ships in inland river engineering, and improve the awareness of maritime safety.

This thesis mainly combining with China's relevant laws and regulations and classification survey, combined with maritime field inspection experience, from the document inspection, equipment inspection and operational check three aspects combing the main project of inland waterway engineering ship safety supervision in our country, and in the process of inspection found unqualified items as well as the main reason, and check for the main defects put forward disposal opinions. Finally, the guidance on site safety supervision of inland river sand and stone vessels suitable for on-site maritime law enforcement is put in place to give full play to the functions of documents, equipment and operational inspection.
