摘 要

伴随着通州湾成为长江经济带战略支点、江苏新出海口核心枢纽，江河海联运变得越来越重要。长江江苏段江河海统筹一体化发展已有二十余年，取得了不错的成果。但是，在实际海事监管中，仍存在不少问题。针对这些问题，进行江河海统筹一体化海事监管研究具有重要的意义。

本文借助案例分析法，选取长江江苏段作为典型案例进行江河海统筹一体化海事监管模式和配套设施的研究。本文首先介绍了海事监管、江河海一体化、江河海统筹一体化监管的概念，学习了新公共治理理论、区域性发展理论、整体性治理理论等三个先进的公共治理理论，为之后的研究奠定理论基础。本文第三章研究了江苏海事监管江河海统筹一体化的成果以及存在的问题，并进行了原因分析。本文第四章介绍了国内外先进的水上监管模式，从中汲取有用的经验。本文第五章分析了搭建江河海统筹一体化海事监管模式的原则以及具体措施。本文第六章分析了海事监管配套设施建设的编制原则以及建设方向。最后，结论与展望部分总结了全文的研究成果，并对未来海事监管模式的搭建做出了展望。

Abstract

With tongzhou bay becoming the strategic fulcrum of the Yangtze River economic belt and the core hub of Jiangsu's new sea outlet, the combined transportation of rivers and seas has become more and more important. It has been more than 20 years since the Jiangsu section of the Yangtze River was developed as a whole and has achieved good results. However, there are still many problems in the actual maritime supervision. In view of these problems, it is of great significance to carry out the research on the integrated maritime supervision of rivers and seas.

With the help of case analysis, the Jiangsu section of the Yangtze River was selected as a typical case to study the integrated maritime supervision mode and supporting facilities. Firstly, the concepts of maritime supervision, integration of rivers and seas, and integrated supervision of rivers and seas was introduced. And three advanced public governance theories have been introduced, namely, the new public governance theory, the regional development theory, and the integrated governance theory, so as to lay a theoretical foundation for future research.In the third chapter of this paper, I study the achievements and existing problems of the integration of Jiangsu's maritime supervision, and analyze the reasons. In the fourth chapter of this article, the advanced water supervision modes and successful experiences from home and abroad have been introduced. In the fifth chapter of this paper the principles and concrete measures to build an integrated maritime supervision model of rivers and seas have been introduced. In the sixth chapter of this article the establishment principles and construction directions of the supporting facilities for maritime supervision have been analyzed. Finally, the research results of the full text and a prospect for the construction of the future maritime supervision model have been concluded in the last chapter of this paper.

第1章 绪论

1.1研究背景

江河海统筹一体化海事监管是指将江、河、海等区域的海事监管工作整合并逐步形成一个整体的过程。以江苏省为例，省内流域既有东西向的长江，又有南北向的京杭大运河，同时，江苏靠海，具有长达957千米的海岸线，可谓是江河海水域纵横交错。近20年来，江苏海事局以创建国际一流海事强局为目标，积极开展促进海事监管一体化的探索工作，取得了一系列的成效，基本实现了江海管理一体化、全程监控一体化、巡航搜救一体化、监管服务一体化。但随着通州湾作为长江新出海口的战略地位不断突显以及长三角区域一体化的发展方向，目前的监管模式不能够完全适应现代化海事监管的发展趋势，仍然面临着许多的机遇和挑战。2019年4月份，时任交通运输部副部长何建中在江苏省调研时指出，江苏海事局要创新管理模式，在长江江苏段探索江河海统筹一体化监管模式^[1]。2019年12月，国务院印发了《长江三角洲区域一体化发展规划纲要》，在纲要中强调要重视长三角区域一体化发展。
