摘 要

教师的压力和负担过大是当今社会上不争的事实，小学教师的压力也随着教育要求的提高而与日俱增。其实教师除了日常的教学工作，还有与家长沟通、填各类表格、配合上级领导检查等各项任务，这些额外的工作占据了教师的很多时间，以至于教师很难将精力集中在教学任务上，教师只能用自己的课余时间加班来完成任务。即使这样，社会各界人士依然认为小学教师没有太大的压力，这只是大家的偏见，在我深入了解之后才理解了小学教师行业的不易。

当今社会小学教师压力大主要是由于社会环境的影响、政策执行的不到位，政策执行者不明确，可以用政策执行过程模型、政策执行系统模型与政策执行调试模型对小学教师减负政策做出相应的改善，以实现小学教师减负政策存在的意义。所以我对家乡江苏省淮安市小学教师作出调查，找出教师减负政策执行过程中存在的问题，并且提出对策，以便达到减轻小学教师负担的目标。

Research on Implementation of Primary School Teachers’ Burden Reduction Policy

Taking Huai ’ an City of Jiangsu Province as an example

Abstract

Teachers who have too much pressure and burden is indisputable fact that today's society, primary school teachers' pressure is also with the improvement of education demand and growing .Actually teacher in addition to the daily teaching work, and communicate with parents, fill in all kinds of forms, cooperate with the task of superior leadership to check , these extra work occupies the teachers a lot of time, so that the teacher is very difficult to concentrate on teaching task, teachers can use their spare time to work overtime to finish the task. Even so, the social people continue to believe that a primary school teacher is not too much pressure, it is everybody's prejudice, after I understand the industry of primary school teachers is not easy to understand what it was. Elementary school teachers' pressure in today's society is largely due to the influence of social environment, policy implementation does not reach the designated position, unclear policy executors, can use the policy implementation process model, policy execution system debugging model and policy implementation model for the improvement of primary school teachers during the policy accordingly, in order to realize the elementary school teachers during the policy meaning of existence . So I find out the problems existing in the process of teachers during the policy implementation, and puts forward countermeasures , in order to achieve to reduce the financial burden of primary school teachers.

教育从古至今都极为重要，但是在封建时期，能上的起学校的都是达官贵人，贫苦百姓忙于生计，温饱尚未被解决，谈何教育问题？在当今这个社会，随着中国改革开放的一步步进行，社会生产力的飞速发展，我国国民经济水平得到了显著的提升，物质生活得到明显改善的同时，人们普遍开始关注精神上的需求，想要满足精神需求，首当其冲的就是下一代的教育问题。不仅如此，随着高科技高知识产业的发展，也让人们越来越意识到教育对一个人、对一个国家的重要性，教育也成为了一个国家的重中之重，所以不管是家长、学校还是社会都对国家的教育事业及其重视，但同时无形中带给老师很多压力，例如用学生的成绩来给教师评职称等一系列相关等级，如果是作为教师工作范围内的任务，那是老师的职责，是教师必须干的，教师有压力也无可厚非。但是现在的问题是教师作为教书育人的园丁，却由于上级部门、学校、社会以及家长给教师带来了很多工作量，给教师增加了很多不必要的负担。
