摘 要

随着我国城市社区建设的全面推进，作为硬件基础的社区公共服务设施越来越受到人们的重视，但也逐渐暴露出了一些问题。这些问题制约着城市社区的发展，因此完善社区公共服务设施至关重要。本文以无锡市蠡桥社区作为调查对象，通过对当地居民进行问卷调查，对物业以及居委会等管理部门的工作人员进行访谈，发现目前城市社区公共服务设施存在着设施规划不合理、管理部门维护不善、居民缺乏保护意识等问题。在结合现有文献的基础上，笔者分析了问题形成的原因并提出了相应的对策：除了有针对性地进行设施规划，协调管理部门之间的矛盾等围绕管理部门方面提出的建议，本文还强调了社区居民对于管理和维护社区公共服务设施应该发挥的重要作用，为此必须加强社区对居民的引导教育并拓宽居民参与的途径。相信在管理部门与社区居民的共同努力下，社区公共服务设施的现状能有所改善，最终促成城市社区的良好发展。

The problems and countermeasures of urban community public service facilities：case study of Wuxi Liqiao Community

Abstract

With the comprehensive advancement of urban community construction in China, the community public service facilities as the hardware foundation have been paid more and more attention, but it has gradually exposed some problems. These problems have restrained the development of urban community, so improving community public service facilities is critical. This paper takes Wuxi Liqiao Community as the survey object, conducting a questionnaire survey of the local residents and interviewing the staff of the management departments such as the property company and the neighborhood committee. It is found that the current urban community public service facilities have problems such as unreasonable planning, poor management of the management departments and residents' lack of protection awareness etc. Based on the existing literature, the author analyzes the reasons for the formation of the problems and puts forward corresponding countermeasures: in addition to the targeted planning of the facilities, coordinating conflicts between management departments and other suggestions around the management departments, this paper also emphasizes the important role that community residents should play in managing and maintaining the community public service facilities, so it is necessary for community to strengthen the guidance to residents and broaden the ways of resident participation. It is believed that with the joint efforts of management departments and community residents, the status quo of community public service facilities can be improved, which will finally promote the good development of urban community.

一、绪论

（一）研究背景和研究意义

1.研究背景

民政部在2000年发布的《民政部关于在全国推进城市社区建设的意见》中提出了5 1的社区治理内容体系，即社区建设应围绕社区服务、卫生、文化、环境、治安和教育这六个方面进行。而这些工作的开展都有赖于社区公共服务设施。社区公共服务设施作为社区的重要组成部分，牵涉到每一位社区居民的利益。一般而言，人们总是愿意生活在公共服务设施较为完备的社区中。然而我国社区建设还处于初级阶段，许多社区的公共服务设施现状不尽如人意，存在着或多或少的问题。这些问题制约着社区发展，是社区治理主体要面对的重要课题。只有完善社区公共服务设施，保障了物质基础，才能更好地繁荣社区文化，构建和谐社区，最终实现居民自治。

2.研究意义

（1）理论意义

就现有文献来看，目前关于完善城市社区公共服务设施的对策研究大多是围绕管理部门应该发挥的作用，忽视了社区居民的力量。因此，以社区居民自治为切入点，研究社区居民参与管理和维护社区公共服务设施的情况，能够进一步丰富现有的理论。
