摘 要

随着政治经济体制改革不断深入，社会组织近年来发展迅速，影响力越来越广，可以说在某种程度上促进了社会的转型和发展。但是当前社会组织大都存在规模较小、资金锐减、运营压力等瓶颈问题。一种针对社会组织的创新培育方式——公益创投的兴起，恰恰能弥补它们在资金和能力建设上的不足。近年来，公益创投对于培育和发展社会组织、推进公益慈善事业具有重要意义。然而，我国公益创投仍处在起步阶段，相较于欧美公益创投的快速发展，中国公益创投行业仍然处于起步期。我国公益创投主要存在自身发展不够完善以及外部环境不够友好等问题。本文的目的在于探讨公益创投的效应，分析公益创投的现实境况，最终探究解决的对策。

本文主要分为三部分，第一部分详细阐述公益创投相关概念，以及分析公益创投的产生背景，为下文做铺垫。第二部分探讨公益创投的现状、效应与困境。文章的最后，在前文的基础上，从不同的方面提出公益创投的几种出路，使公益创投得到最大限度的发展，保障公共利益。

Research on the effect, Predicament and outlet of public

service venture

Abstract

With the deepening of the reform of the political and economic system, the social organization has developed rapidly in recent years and has become more and more influential. It can be said to a certain extent that it has promoted the transformation and development of the society. But at present, most social organizations have such bottlenecks as smaller scale, sharp capital reduction and operating pressure. An innovative way of cultivating social organizations, the rise of venture capital, can make up for their lack of capital and capacity building. In recent years, venture capital has great significance in cultivating and developing social organizations and promoting public welfare charities. However, China's venture capital is still in its infancy. Compared with the rapid development of venture capital in Europe and the United States, China's venture capital industry is still in its infancy. In China, there are mainly problems in the development of public interest ventures, such as inadequate self development and inadequate external environment. The purpose of this paper is to explore the effect of venture capital, analyze the actual situation of venture capital, and finally explore the solution.

This article is mainly divided into three parts. The first part elaborates the related concepts of venture capital investment and analyzes the background of venture capital investment, laying the groundwork for the following. The second part discusses the current situation, effects and difficulties of venture capital investment. At the end of the article, on the basis of the previous article, several ways are put forward from different aspects to make the public interest venture develop to the maximum and protect the public interest.

一、公益创投的概念及产生背景

本文研究课题是公益创投的效应、困境及出路，在此之前，对相关概念进行简单的界定和阐述，这将为进一步探讨这一问题奠定坚实的理论基础。

（一）公益创投的概念

1.公益

公益，即公共利益。由组织和个人通过善行和善举自愿向公众提供的公益产品称为公益事业。“公共利益”是指人类社会福利的最大化，而在公益组织的概念中，利他行为的最终定位不仅涉及他人利益和个人利益，而且涉及公共利益。在这里，善意行为是对个人或组织行为价值的判断，而行动的结果是向非特定社会成员提供公共产品。
