摘 要

石油作为现代化的一种自然资源，在现代社会的发展中已经离不开它，石油的发现与运用提高了人类社会的发展与进步，在生产的同时石油企业的安全管理问题变得尤为重要，因此企业在抓住生产的同时也要强抓安全管理问题。该文章在了解国内石油企业内部安全管理的同时，通过查阅国内外资料，对石油企业的内部管理提出一些方案和措施，在这个信息繁华的年代，石油企业的安全管理不应还跟以前一样只抓生产和注重事后举措，本文主要介绍了把工作流和信息技术引入到安全管理模式中去，通过了解中国石油企业的现状，把，结合企业的管理模式，分析了安全管理信息系统对于现代化石油企业的重要性，只有通过信息的反应，企业才能做到有条不紊的发展，才能可持续发展，也着中介绍了工作流的起源与发展，及其在应用在管理系统中的重要作用。

本文在安全管理的基础上，把工作流与信息技术结合到安全管理中去，通过这个管理平台使得石油企业内部能够更好的管理与工作的实施，同时对某石油企业的现状进行分析，了解信息技术对于石油企业发展的好处，从而使安全管理能够更有效的实施。

Design of internal safety management system for a petroleum enterprise

Abstract

Oil is an important part of natural resources, is the survival and development of human society is an important guarantee for the national economy and social development is an important material basis, so do a good job of petrochemical safety management is very necessary. With the reform and development of petrochemical industry, enterprises to achieve the standardization of safety management, information technology needs more and more urgent. Based on the literatures of petrochemical safety management information system and workflow literature, this paper designs and implements an oilfield safety management information system based on the characteristics of petrochemical industry and the actual demand of Sinopec Oilfield. This paper introduces the security problems existing in the petrochemical industry, introduces the related concepts of workflow and the advantages of workflow management platform in safety management information system. Combining with the management mode of petrochemical industry, this paper analyzes the significance of workflow technology applied to this system , Studied the related technology in the project and the application of the technology in the management system.

Based on the principle of safety management, this paper analyzes the safety situation of an oil field by using the workflow management platform to design the safety management information system of a certain oilfield. The content of each module is scientific, reasonable and comprehensive, and the method of safety system engineering is applied. So that the mutual penetration of the module, the effective use of the entire security management information system.

第一章 绪论

1.1概述

1.1.1石油的发展

放眼历史，我们可以看出，中国是最早把石油和天然气运用于军事，生活，文化等多方面领域的国家之一。在距今两千多年前的汉代，我们的祖先就发现石油、在各方面的文献资料中我们可以看出，古人着重把石油运用在了军事方面，这也是中国古代战争频繁以及强势的表现，之后在生产开发天然气、油田钻井技术、天然气管道输等领域，可以说都达到当时世界第一的水平，为人类的进步做出了不可多得的作用。但中国长期的实行封建制度不重视石油的发展，所以当时并不存在什么的石油工业。中国近代的石油工业虽然发展了70多年，但所取得的成就仍旧很少，与国外仍存在较大差距。

1949年10月1日，中华人民共和国的建立，随之而来的是带动了各企业的发展，其中石油企业又是国家的命脉企业。随着中国国力的强盛并且对石油发展的重视，在各组织和领导人以及国民的支持下，中国石油产业的发展开始了从无到有，从小到大，从弱到强的转变，如果说新中国成立之前中国的国情和社会状态，还不足以支撑石油企业的发展，那么新中国的成立则标志着中国的石油企业开始稳步发展，逐渐摸索，通过学习与创新，中国石油企业也渐渐摸索出一套自己的石油工业体系。

1.1.2石油产业背景

石油企业简单说就是生产石油以及对石油产品的制造，来满足现代人对这一系列产品的需求，比如：汽油，润滑油，化工原材料等，按照油，气量的比例不同，各种地质层中油，气体等都可以按照各自的生产提炼方式进行各自的加工，这就是石油化工企业的用途。石油企业所包含的不管是提取物还是生成物，都具有非常大的的危险性，比如：爆炸性，有毒性，腐蚀性等，非常容易引发大的危险^[1]。比如石油它是由不同的碳氢化合物混合组成的，其主要成分是烷烃，此外石油中还含有，硫，氧，氮，磷，巩等元素，所以石油的危险性很高。由于这些物质存在着极其大的安全隐患，所以石油企业在开采，生产，运输，加工等环节必定要有特定的应对方式，这就导致石油企业必须要有生产规模化，生产过程连续化，自动化程序高，工艺流程复杂等。
