摘 要

在经济发展及人口老龄化日趋加剧的今天，采取何种方式妥善应对养老问题已成为世界各国所面临的共同难题。养老模式作为我国养老重要内容之一，越来越多的被人们所关注。很多学者认为解决养老问题重点在于完善养老模式体系。目前我国已初步建立了分别以家庭、机构和社区作为养老主体的多元化养老模式，但这三种模式还存在诸多不足需要进一步完善。

本文在相关学者对养老问题研究以及我国养老模式现状的基础上提出在我国养老模式中存在家庭养老功能弱化、养老机构供运营困难、社区养老专业化程度低等问题，在借鉴国外发达国家养老模式经验的同时提出政府要制定和完善家庭养老中子代不尽赡养义务的法律法规、养老机构要提升市场意识和自营意识、社区养老要培育专业养老服务人员等对策展望，希望能对我国养老模式的进一步发展提供出具有可行性的建议。

On the Problems and Countermeasures of the Pattern of Providing for the Aged in China

Abstract

In the economic development and the aging of the population is becoming more and more modern, and how to properly deal with the problem of pension has become a common problem faced by countries around the world. Old-age model as one of the important contents of our pension, more and more people are concerned about. Many scholars believe that the focus of the problem is to improve the old-age pension system. At present, China has initially established a variety of families, institutions and communities as the pension of the diversified pension model, but the three models there are still many deficiencies need to be further improved.

On the basis of the research on the problem of old-age pension and the current situation of the old-age model in China, this paper puts forward that the problem of weakening the family pension function in the old-age mode of our country, the difficulty of the old-age care institution, the low degree of specialization of the community pension and the old- At the same time, the government puts forward the laws and regulations that the government should formulate and perfect the maintenance obligations of the families of the old-age pension, and the old-age institutions should raise the market consciousness and self-consciousness. The community pension should cultivate the professional pension service personnel and so on. The further development of the model provides a viable proposal.

绪论

（一）选题背景

养老从古至今都是各国各界人民所一直关注的话题，如何照顾好老人，让老人安度晚年是养老的根本。我国人口众多，在综合国力增强带来经济的发展和医疗技术的进步的同时也使我国老年人的平均寿命延长。早在2000年中国就已步入老龄社会，当时我国老年人口总量就已超过一个亿，约为总人口的十分之一。 2014年，我国的老年总人口数突破两亿，相当于我国平均每不到七人中就有一位老人。^[1]老龄化程度的加剧使我国养老问题愈发凸显，面对着老龄人口快速增长带来诸多问题，构建和完善我国养老模式体系来解决老人的后顾之忧已经成为我国现今所面临的迫在眉睫的任务和挑战。

由于经济的高速发展，人们在生活水平提高的同时需求层次也在变化，养老问题已经不能只停留在“有无人养”的层面，而要上升到“怎样养，养得好”的层面，要真正做到让老人满意，给予老人所需。所以在研究和讨论养老模式的过程中，要在解决养老的各方面严峻问题的同时考虑老年人的各方面需求，不论讨论何种养老模式都要注重老人需求的共性与个性相结合。

（二）选题意义

人口老化带来的诸多社会问题不论对国家还是每一个家庭来说其影响都是巨大的。特别是我国传承了上千年的尊老敬老优良传统，在养老问题上就更加被人们所关注。随着老年人口数量的不断上涨和独生子女家庭时代的到来“谁来赡养老人”，“怎样赡养老人”等话题越来越多的被人们所讨论，凸显了我国在养老模式选择上的迫切性。
