摘 要

长久以来，我国科研都面临着“科研”和“市场”两张皮的困扰。随着创新驱动发展战略的不断推进，我国出现了一批以科研、技术服务为主要活动，面向市场运作的新型科研机构。然而一些新型科研机构虽然被冠以“新型”的名号，但并未能对区域的产业发展和创新能力的提升起到大的推动作用，在运行过程中仍存在很多问题。因此本文关注我国新型科研机构及其运行机制，结合已有的理论研究和实践发展经验展开研究。

本文在对有关理论梳理的基础之上，对新型科研机构的组织类型和运行机制进行理论分析，构建出新型科研机构运行机制的一般框架，包括五大子机制——管理组织机制、融资投入机制、人才培育机制、开放创新机制、成果转化机制。

随后以江苏省产业技术研究院、北京大学创新研究院、深圳光启高等理工研究院为案例，分别就我国政府主导型、院校主导型和企业主导型三类新型科研机构的运行机制进行具体分析，针对存在的问题给出改进建议。

Study On the Operation Mechanism of New Ramp;D Institution

in China

Abstract

For a long time, China's scientific research is faced with the dilemma of science and market. With the innovation-driven development strategy, China has developed a number of new market-oriented institutions,with Ramp;D,technical service and enterprise incubation as the main business . Although some new scientific research institutions have dubbed "new type" , but they can not play a big role in promoting the regional industrial development and innovation ability.In their operation process ,there are still many problems. Therefore, this article focuses on China's new Ramp;D research institutions and its operating mechanism, combined with the existing theoretical research and practical development experience to study.

On the basis of combing the relevant theories, this paper analyzes the organization types and operation mechanism of the new scientific research institutions, constructing the general framework of the operation mechanism of the new scientific research institutions, including the five sub- organization and management mechanism, financing input mechanism, talent cultivation mechanism, open innovation mechanism, achievement transformation mechanism

Then, taking the Jiangsu Province Industrial Technology Research Institute, Peking University Innovation Research Institute and Shenzhen Guangqi High Institute of Science and Technology as the cases, respectively, the government-led, college-oriented and enterprise-led three types of new scientific research institutions operating mechanism specific Analysis, for the existing problems given improvements.
