摘 要

在现代社会，政府政策的制定需以民意为基础，决策的各个环节需要公民的参与。随着社会的发展，公民的独立自主意识、法制意识以及政治民主参与意识也在逐步加强。然而浦口区公民参与行政决策在执行过程中还存在许多不足,仍有许多需要改进的地方。

本文主要分为五个部分围绕浦口区公民参与行政决策这一课题进行研究：

第一部分，在相关理论的基础上,对政治民主理论，协商民主理论和公共利益理论进行阐述，以公民参与为切入点进行进一步阐述。

第二部分，结合理论对浦口区公民参与行政决策进行回顾。

第三部分，对浦口区公民参与行政决策的途径：社情民意反映制度、专家咨询制度、重大事项社会公示制度和社会听证制度（包括网络听证）进行分析，总结出浦口区公民参与行政决策的途径的特点。

第四部分，对浦口区公民参与行政决策存在的问题进行分析：首先，决策系统有待完善，拆迁安置过程中排斥公民参与；其次，公民参与征地补偿的方式略简，形式主义严重；再次，政务信息不公开,公民参与缺乏信息基础；最后，行政决策程序中公民参与的意见得不到反馈。

第五部分，为加强浦口区公民参与行政决策提出相应的对策建议：首先，完善决策程序，促进公民积极参与；其次，拓展公民参与方式，注重公民参与效果；再次，增强行政公开力度，完善行政民主制度；最后，建构公民参与行政决策的意见反馈机制。

Research on citizen participation in administrative decision making in Pukou District

Abstract

Citizen participation in administrative decision-making is the inevitable result of the development of market economy and the inevitable requirement of political modernization.The formulation of government policy should be based on public opinion, and all aspects of administrative decision-making also need citizen participation.With the gradual deepening of the reform of the political system, the sense of independence, the awareness of the legal system and the awareness of political participation of the democratic parties are gradually strengthened.However, there are still many problems in the implementation of the Pukou District citizen participation in administrative decision-making, there are still many areas to be improved.

This paper is divided into five parts around the Pukou District citizen participation in administrative decision-making research:

In the first part, on the basis of the relevant theory, this paper expounds the theory of political democracy, deliberative democracy theory and public interest theory.

The second part, combining the theory of Pukou District citizen participation in administrative decision-making.

The third part, on the way to Pukou citizen participation in administrative decision making: public opinion reflect the system, the expert advisory system, the major issues of social public system and a system of public hearings (including network hearing) analysis, summed up the characteristics of Pukou area of citizen participation in administrative decision-making.

The fourth part, the existing problems in the Pukou district administrative decision-making process of citizen analysis: first of all, the decision system is not perfect, the citizen participation in the decision-making process of resettlement rejection; secondly, single citizen participation in land compensation approach, serious formalism; thirdly, administrative decision-making is not open, the lack of basic information should be citizen participation; finally, public participation in administrative decision-making procedures in the views of no feedback.

The fifth part, in order to strengthen the Pukou citizen participation in administrative decision-making and puts forward corresponding countermeasures and suggestions: first, to improve the decision-making process, promote the active participation of citizens; secondly, the development of the public participation, focusing on the public participation effect; thirdly, increase administrative openness, improve the system of administrative democracy; finally, the construction of public participation in the administrative decision-making process in feedback mechanism.
