摘 要

随着我国经济、政治、文化等各方面快速发展，社会民众日益增长的物质文化需要，地方政府与其他治理主体合作力度还不够，尤其在提供公共服务和公共产品上。我们看到单靠政府做，不仅加重了政府的财政负担同时也导致治理效率的低下。这就需要加强地方政府治理主体与多主体合作治理，比如社会组织、企业、公民。本文从当今的社会背景出发，分析当前地方政府治理模式现状，提出地方政府治理主体变革的必要性，再根据当前多元化社会的要求，充分发挥各主体的优势，同时借鉴国外的一些经验，最终提出完善我国地方政府多元治理主体对策。地方政府多元化治理不仅有利于树立良好的政府形象，提高政府工作效率，也利于其他治理主体的发展，更重要的是服务于广大人民群众。

Research on the subject of multi governance of local government

Abstract

With the rapid development of economy, politics and culture in our country, the material and cultural needs of the people in the society are growing. Local government cooperation with other governance bodies is not enough, especially in the provision of public services and public products. We see that the government alone does not only increase the financial burden of the government but also lead to the low efficiency of governance. This needs to strengthen the local government governance and the multi subject cooperation governance, such as social organizations, businesses and citizens. This article starts from the current social background, analyzing the current situation of local government governance mode and putting forward the necessity of the reform of local government governance. According to the requirements of the current diversified society, it gives full play to the advantages of each subject. At the same time, this article also draws lessons from foreign experience, and finally put forward to improve the local government's multiple governance main countermeasures. Multi subject cooperation governance of local government is not only conducive to the establishment of a good government image, but also to the development of other governance bodies, more importantly is to serve the broad masses of the people.
