摘 要

“大众创业，万众创新”近年来成为大众热议的话题，也成为了学术界关注和研究的热点，学者们围绕创新创业的背景、重要性，政策的制定和执行，政府的职能转变的必要性及政府在创新创新中如何履行自身职能等内容展开大量研究。笔者本文首先阐述“大众创新、万众创业”的背景及所参考的理论依据，根据我国实际创新创业环境，通过国内外“双创”案例揭示政府在创新创新中政策的制定、执行、履职的问题和现状，并通过对“双创”问题和现状的剖析及对优秀理论、经验的分析借鉴，探究政府在“双创”中应履行好哪些职能，如何更好的履职，自身的职能如何转变等措施及建议。

Abstract

"Public entrepreneurship, peoples innovation" become popular topic in recent years.It has become the focus of academic attention and research.The scholars undertaking the importance of innovative and the formulating the implementation of policy around the background. The author firstly expounds the background of "mass innovation, business peoples" and the theory basis for reference.According to the actual innovation entrepreneurship environment in our country, through the case of government in the innovation innovation policy formulation.Since the problems and the status , through analyzing the problems and the presenting some foreign good examples,we can study them. We can think of the government should perform well in the functions and how to make better. The author makes some stugesstions based on real situations.
