摘 要

科技创新平台对于区域经济创新和科技发展具有重要意义。本文首先对科技创新平台的研究背景、研究意义、研究内容和研究方法进行了阐述；并介绍了科技创新平台的含义和特征，以及上海市科技创新平台的分类及职能；然后主要按照重点实验室、工程技术研究中心和研发公共服务平台分别从建设规模、建设水平和建设成效三个角度研究平台的建设状况；再者从地域分布、产业分布和组织结构特征分析了平台的发展特征；最后针对平台发展存在的问题给出了对策。本文得出结论如下：上海市科技创新平台存在盲目重复建设、产学研合作不紧密和人才引进、评价与激励机制不完善等问题。要解决这些问题必须发挥政府宏观协调作用，加强产学研合作，完善人才引进、评价与激励机制等。

Abstract

Science and technology innovation platform of great significance for regional economic innovation and technological development.Firstly, the research background , significance, contents and methods of scientific and technological innovation platform are described; And introduced the meaning and characteristics of science and technology innovation platform, as well as the classification and the function of Shanghai science and technology innovation platform; Then mainly according to the key laboratory and engineering technology research center and ramp;d public service platform, respectively from the level of construction scale, construction and construction effect three angles research platform construction condition; Moreover from the regional distribution, industry distribution and organization structure characteristics analysis of the development of the platform; Aimed at the existing problems in the development of platform countermeasures are presented.This article concludes as follows: the presence of blind duplicate construction, research cooperation is not close and talent introduction, evaluation and incentive mechanism imperfect Shanghai Science and Technology Innovation Platform. 第一章 绪论

1.1研究背景

在知识经济和经济全球化的今天，科技创新能力已成为衡量一国综合能力的重要指标，科技创新对经济跨越式发展和升级具有重大意义^[1]。2004年，科技部、发改委、财政部和教育部联合颁布了《2004—2010年国家科技基础条件平台建设纲要》，系统部署我国科技技术基础平台的建设工作；2006年，《国家中长期科学和技术发展规划纲要（2006—2020年）》再次强调建设科技创新平台的重要性；2010年，第十七届五中全会在“十二五规划”中指出要重点支持企业研发与区域科研的建设工作。2014年5月，习近平总书记在上海考察时提出加快建设具有国际竞争力的科技中心的要求。

1.2研究意义

对上海市科技创新平台的研究意义可以从理论建设和指导实践两方面来看。

1、理论建设

相较于国外欧美等发达国家对科技创新平台起步较早的研究和实践^[2]，我国对科技创新平台的研究和建设发展稍晚，尚未形成一个较为完善的知识理论体系。近十几年以来，我国已有众多学者针对科技创新平台进行了多角度多层次多地域的研究，有针对科技创新平台的公共研发平台、企业创新平台和公共服务平台进行研究分析的，有对几个省市的科技创新平台发展进行比较的，有对科技创新平台的发展布局和系统运行作理论研究的，但像本文从建设规模、建设水平、建设成效和地域分布特征、产业分布特征、组织结构特征来研究上海市科技创新平台的尚且没有，属于创新，也是对国内科技创新平台研究的一个补充和完善。
