摘 要

目前，我国处于现代化建设发展的重要时期，在以习近平主席为代表的党中央的领导下，全国各族人民共同努力，经济社会发展稳中有进，人民生活水平有所提高，全面深化改革实现良好开局，依法治国开启新征程，加快了全面小康的进程。但是，社会背景的深刻变化，经济发展的步伐加快，社会包容度越来越高，使得我国公共安全管理整体态势变得复杂，引发社会公共安全问题。公共安全事件的频发，给国家、社会和民众带来了一定损失的同时，也冲击着我国社会公共安全管理体系。

李克强在2015年政府报告工作中指出“要深化平安中国建设，健全立体化社会治安防控体系，依法惩治暴恐、黄赌毒、邪教、走私等犯罪行为。发展和规范网络空间，确保国家安全和公共安全。”随着近年来公共安全事件频发，公共安全管理越来越被全社会关注和重视，它关系到经济发展、社会稳定与和谐，因此解决公共安全问题迫在眉睫。针对我国公共安全管理的现状，如何应对公共安全管理带来的巨大挑战以及如何进行公共安全管理变革从而更好地促进社会稳定与和谐，是如今亟需研究的一项课题。

本文在以往学者关于公共安全管理的研究成果以及实践经验总结的基础上，运用文献资料法、案例分析法、比较分析法等，指出我国公共安全管理的现状及突出的问题，深入研究原因，对公共安全管理变革进行探析。在此基础上，进一步提出针对我国公共安全管理的有效对策。

The status quo of China's public security management and change

Abstract

At present, our country is in an important period of the development of modernization construction.Under the leadership of chairman Xi, the economic and social development progressed and improved steadily, people's living standards improve, so that it speeds up the process of building a well-off society. However，profound changes in economy and society background, the pace of economic development being faster and more open society make the overall situation of our country public security become complex and changeable, to cause the social public security problem and public safety incidents. As a result, it brings a certain loss to the state, society and the people, also has been a huge shock in Chinese public security management system at the same time.

With the recent public safety incidents, public security has become increasingly prominent problem, which is related to economic development, social stability and harmony, it is imminent to solve the problem of public security. In view of the present situation of public security in our country, It is a subject to study that how to face great challenges brought by the public safety and how to reform public security so as to better promote social stability and harmony now.
On the basis of research achievements on the public security management of previous scholars, the article uses the method of literature, case analysis and comparative analysis, pointing out that the present situation in our country's public security management and outstanding problems, to analyze reasons and study the public safety tube., further putting forward the effective countermeasures to solve the public security of our country at the same time.

一、选题背景和选题意义

近些年，尤其是刚刚过去的2014年，我国几乎每个月都会发生或大或小的公共安全事件，并且数量有增无减，社会各界对此都处于一种警惕和高度重视的状态中。不管是公交车纵火案、火车站砍杀事件还是一系列女大学生失联、飞机失事事件，这些连续的公共安全事件的发生以及案情的扑朔迷离都不同程度地造成了损伤，引发人们的恐慌。而这些公共安全事件的频繁发生，也使人们进一步或被动或主动地认识和理解公共安全，完善公共安全管理系统的迫切性和必要性使得人们不得不开始反思并且寻求解决问题的对策。
