摘 要

市场经济的不断进步让我国的社会组织处于在每一个阶段都能稳健发展的过程中。虽然我国社会组织的前景一片大好，但是有许多问题制约了我国社会组织的发展，所以我们就必须要认识到一点，社会组织管理制度改革是响应时代潮流发展而必然会出现的。社会组织管理制度的改革顺应政府职能改变、能促进社会组织健康良好发展。健全社会组织是改革开放和建设和谐社会的客观要求，能够很好的增强政治的合法性，社会组织的发展也是实现社会公平公正重要平台。改革的大潮中研究社会组织管理制度改革有重要意义。

本文研究社会组织管理制度的改革问题，从社会组织现行管理制度的缺陷，相关法律法规的缺失，社会组织监管体系不健全等方面分析问题，针对问题，提出完善社会组织管理制度改革的对策，如完善社会组织法律法规，规范社会组织管理、加强监管等方面，推动社会组织发展，更好为社会服务。

1.社会组织的概念

社会团体、基金会和民办非企业单位合在一起就是我们大家熟知的社会组织了。社会团体就是通过流程登记在册的，有着自己社会责任的社会组织。基金会就是那些以通过社会各界人民捐款，筹集资金做好事为目的社会组织。民办非企业单位指的是由人民创办，但是不是企业性质，不以个人利益为目的社会组织。这按个类型的组织组成起来的就是熟知的社会组织了。
