摘 要

在农村政治制度改革和民主政治建设的推动下,一项伟大的制度创新体制--村民自治体制不断发展而壮大。在该制度不断推广的过程中，它填补了人民公社解体后的制度短缺和组织真空，促进了农村经济发展，人民当家作主的进程。随着该政策的不断完善与推广，广大群众对其认可度也逐渐提高。作为国家行政管理的重要组成部分，我国基层群众自治组织与社会管理和群众自我管理有着直接的联系。该制度主要作用为实现村民的四个自我：即自我管理、自我教育和自我服务，主要包括民主选举、民主决策、民主管理、民主监督等四个方面内容。而随着经济的迅速发展，广大农村在其转型期间，该项政策在实际运行中也出现了诸多问题。本文主要通过对当下村民自治的问题进行分析，发现在实际操作的过程中，村民自治在民主选举、决策、管理和监督中存在一定问题。根据发现的问题，对村民自治的改善提出相应的解决措施，比如经济扶持、制度完善等，对我国基层民主管理做出贡献。

The study on the problems and solutions of villagers' autonomy in China

Abstract

The system of villagers' autonomy gets developed with the tremendous reform and growth of the economy of China's rural areas. The great system innovation is an important result of rural political system reform and democratic political construction. During the pushing process of the system, it has filled the shortages of the system of people's commune after the collapse of the vacuum and organization, promoted the rural economic development and emphasized the recognition that the people are masters of the country. The System has enjoyed great popularity among masses of Chinese during the period of promotion and carried out. However, with the rapid development of economy and problems occurred in transitional period, many troubles appeared in the actual operation. The grass-roots administrative management in China is a fundamental part of national administration management, which associates directly with social management and self-management for the masses. In order to realize self-management, self-education and self-service, four elements need to be taken into consideration, including: democratic election, democratic decision-making, democratic management and democratic supervision. This paper mainly makes analysis of the status quo of the villager autonomy and some problems such as voting, deciding, managing and supervising democratically. In addition, make a list of improvement measures concerning of economy support and improved system of the villager autonomy in China so as to make contributions to China’s democracy at the grassroots level management.

一、村民自治的理论基础与历史渊源

村民自治政策自实行以来，彰显了其强大的生命力，这些都源于该制度适应了改革开放以后的社会主义经济的发展，特别是农村地区的经济变化。当然，该制度的蓬勃发展离不开其扎实的理论基础和深厚的历史渊源。从理论基础来看，马列主义的民主自治思想为该制度的发展奠定了坚实的基础，而中国共产党人对民主道路的积极探索也为该制度的发展做出了重要贡献。在中国悠久的历史之中，就有“不劳官而自治”的说法，该传统也为后来实现自治提供了借鉴。

（一）马克思主义的社会主义民主自治理论

马克思曾提出，“自治”意味着人的自我管理。马克思等先哲在探索人类历史的发展进程中，提出了人民自治的重要性，并大胆地绘出了美好的自治蓝图。这些理论为像中国一样的社会主义国家实现民主自治提供了坚固的理论基础。
