摘 要

中国海关是我国进口与出口贸易活动的监察体系，遵章监督管理着进出口关境的物品、运输道具、邮递东西、行李物品和其余东西。当前，海关在工作流程管理中面对着深刻繁杂的严峻挑战：一是我国进出口贸易成长快速，海关的贸易监管总量迅疾爬升，工作流程中严格的监督与有效的运营中的冲突，工作业务逐渐加大和管理资源缺乏的两重冲突，都阻碍海关工作发展前进；二是税收、监督任务的工作流程，打击走私等传统功能任务不断加剧的条件下，它也面临着扩大非传统功能，例如恐怖主义威胁，维系交易链，保障知识产权，并帮助国际间经济交流纷争的处理；三是在物质文化需求日渐增大的情况下，社会价值取向逐渐多元化，海关的廉政建设和人员队伍建设也迎来了着新的磨练。其业务流程在执法上提出了新的挑战，变革改进需要新的突破，职能工作寻求新的发展，队伍构建存在新课题。在面对“四个新”的形势配景下，面对严峻形势与各种挑战，对海关的工作流程问题进行分析与重构，这是海关改进工作业务中日渐突出的问题和矛盾的现实需求和必然之择。对它工作流程问题探析，成为目前海关理论探究和执行活动的燃眉之急。

Problems and Countermeasures of customs work flow

Abstract

China customs is the state of import and export of the regulatory authorities, according to the regulation of inbound and outbound means of transport, goods, luggage, postal items and other items. At present, the customs is facing the grim situation complicated the work flow management: one is the rapid development of China's foreign trade, customs supervision of goods volume rising rapidly, the relative lack of work in the process of strict supervision and efficient operation, the growing volume of business and management of resources of the dual contradiction, become a bottleneck restricting the further development of the work; two the work flow in the task of tax, regulatory, and other traditional function of growing conditions, is also facing terrorism, maintaining the trade chain, safety and convenience, the protection of intellectual property rights, help to solve international trade disputes and other non-traditional functions development challenges; three is the diversification of social values, cultural needs of the growing conditions, the team construction and building an honest and clean government faces new challenges. Customs clearance in the law enforcement work is facing new challenges, is facing new development functions of the task of reform and innovation, is facing a new breakthrough, the team construction is facing a new task. In the face of "four new" situation, carries on the analysis and reconstruction of the customs procedures, customs is the practical requirements to solve the contradictions and problems, highlighting the work in response to the grim situation and challenges and the inevitable choice. 第一章 海关工作流程管理的定义

经过大量资料查阅，看到国内外各大学者从不同角度对海关工作流程管理的研究，但是,目前,关于流程管理方面的性质和涵义尚无达成一定的共鸣,由于流程工作管理一些的新的特征部分形成的，同时,这些新兴特征映射了不同企业在发展过程中显示的丰富性和层次性。基于以前已有一些的理论，作者在学者探析的基础上，总结得出以下定义：海关工作流程管理(process management)，是逐渐提升组织效能为意义的系统化管理方法,并且以规范化构造端到端、点到点的流程为核心^【1】。这种实际操作性的描述,指海关工作流程的重定义、流程质量、流程规范、流程优化、流程分析、流程重组、效率测评、时间安排等。流程管理是基于顾客要求而设计的，因此，海关工作会由于多元化环境的变化而改变，因此,需要对流程进行逐渐完善和优化。
