摘 要

随着时代的飞速发展，中小微企业的数量越来越多，对活跃市场经济，促进经济增长，增加税收收入，缓解就业压力等方面起到积极作用。然而，由于其小而分散的特点，小微企业一直得不到足够的关注，发展和创新也受到诸多限制。面对资金、人才和技术等方面的制约以及大企业的挑战，许多小微企业逐渐转变思维方式，开始构筑企业联盟进行合作创新，一起面对巨大挑战。组建小微企业横向联盟，可以避免小微企业不擅长的小而全的经营方式，在很大程度上弥补了小微企业各方面的不足，也可为小微企业提供了良好的学习环境，通过在联盟网络中的相互借鉴学习，小微企业能够不断发展壮大，增强实力。

因此，本文在梳理归纳诸多学者研究成果的基础上，运用文献梳理法、问卷调查法、实证分析法，试图研究横向联盟网络结构特征对企业创新绩效的影响。本文还探索高创新绩效联盟网络需具备的基本特征，在此基础上，提出指导我国构建小微企业联盟的建议。首先，通过文献梳理，归纳总结了相关理论；其次，选取网络结构特征中网络强度、网络稳定性和网络异质性三个维度，提出本文的三个假设，即小微企业横向联盟网络强度与创新绩效正相关、小微企业横向联盟网络稳定性与创新绩效正相关和小微企业横向联盟网络异质性与创新绩效正相关，构建理论模型；然后，进行实证研究，运用调查问卷法收集数据，运用SPSS软件进行变量分析进而检验假设与理论模型；最后总结本文的研究结论与不足。

本文的实证结果显示，网络强度、网络稳定性与创新绩效均呈现正相关关系。该结果较好地证实了此前学者对网络结构特征与创新绩效之间关系的规范研究，进而支持了构建小微企业联盟，发展联盟网络来提升小微企业创新绩效的观点。在建设和发展小微企业联盟的过程中，需注重构建高效的联盟网络，一方面政府应大力支持和引导，另一方面企业应发挥主观能动性。

The impact mechanism of small and micro enterprises alliance network architecture features on innovation performance

Abstract

With the rapid development of the times, the number of small and medium micro enterprises is increasing, which has played a positive role in the market economy activing, economic growth promoting, tax revenue increasing and the employment pressure easing. However, because of its small and dispersed nature, small and micro enterprises have been not getting enough attention, and development and innovation are also subject to many limitations. To respond to the restriction of funds, talent and technology and the challenge from large enterprises, many small and micro enterprises are going to exchange their business operation model, establishing enterprise alliance and using the co-creation. The formation of small and micro enterprises horizontal alliances, the mode of operation can be avoided small but not good at small and micro enterprises, in large part to make up for the shortcomings of small and micro enterprises in all aspects, but also provide a good learning environment for small and micro enterprises.

Therefore, based on the results that many scholars have summarized, the methods of literature review, questionnaire survey and empirical analysis were used to study the impact of small and micro enterprises horizontal alliance network architecture features on innovation performance. The basic features of the innovative high performance Network was also explored, hereby, suggestions were given to the small and micro enterprises. Specifically, first, the relevant theories were summarized by literature reviewing. Secondly, choose three dimensions of the network structure, the network strength, network stability and heterogeneity of the network, then this paper proposes three hypotheses, which are that the network strength of small and micro enterprises horizontal alliance network is positively correlated with innovation performance, the network stability of small and micro enterprises horizontal alliance network is positively correlated with innovation performance and the heterogeneity of the network of small and micro enterprises horizontal alliance network is positively correlated with innovation performance ,and after, construct the theoretical model; Then, empirical research by data collection which use questionnaire method and multivariate analysis by using SPSS software, then test the hypothesis and theoretical model. Lastly, conclude conclusions and deficiencies of this article.

The results show a positive correlation between the network intensity, network stability and innovation performance, confirming the conclusion of the former researcher. Further support the opinions of building small micro enterprise alliance to promote the innovation performance. Our works recommending that in the process of construction and development of small and micro enterprise alliance, both attention should be paid for building the efficient Alliance Networks and the relevant departments should help and guide as well as the enterprise should exerting their subjective positivity.

1.1 研究背景与意义

1.1.1 研究背景

上世纪80年代我国的改革开放造就了小微企业诞生，然而由于具有小而分散的特点，小微企业长期以来都不被大家重视，直到2008年全球金融危机爆发致使了小微企业受到巨大的冲击，大规模的“破产”、“倒闭”以及“卷款私逃”事件频繁发生，这才引起社会各界的重视。2011年6月，国务院将原有的中小企业重新划分，第一次对中小企业进行了划分，划分的类型分别为中型、小型和微型^[1]。

2012年,在《政府工作报告》中，国家总理温家宝同志多次提及小微型企业，要切实地为小微企业营造有利的发展条件，政策优惠要落到实处，由此再次引起了社会各界的热切关注，而在2013年，小微型企业在我国所创造的城镇就业岗位占总就业岗位量的80%以上，并且所创造的产值高达GDP的60%，约有50%的全国总税收由它们贡献。不仅如此，全国65%的发明专利和80%的新产品都是由小微企业研发的。2014年则是发展和艰苦并存的一段时期，小微企业在组织提速、培养人才、转变人力资源管理，适应新形式下的企业运营方面做了极大的调整，从而适应企业的健康发展，不过这么巨量的企业单位，虽然为我国经济发展作出了巨大的贡献，但它却仅有2.5年的平均寿命，纵观其原因，主要是因为人才的流失，有才之士在企业中没有得到充分的发挥或者流动频繁，没有得到重视。
