摘 要

在当今社会，随着经济水平的不断提高，老百姓对医疗行业的服务要求越来越高。民营医院作为来自民间的企业，规模虽然不大，发展也是困难重重，可是他们不断的满足着老百姓各种各样的需求，“一心为民”是他们不断成长的宗旨。他们的发展，促进了医疗机构的合理竞争，进一步完善了医疗卫生体系，有效的缓解了医疗保健领域的供需矛盾，同时给好多老百姓带来了实惠。然而民营医院的问题也很多，医院本身的内部控制状况不容乐观。本文拟对南京x民营医院内部控制制度的完善程度以及内部控制的执行力度进行研究分析，找出南京x民营医院内部控制的不足以及问题，进而找出相应的解决方案，就此来完善民营医院的内部控制管理，加强民营医院在医疗行业中的竞争力，发扬名族产业，为人民带来更多优惠与福利，让看病难成为过去。

Private hospitals in Nan jing x internal control issues

Abstract

In today's society, with increasing levels of the economy, people's services for the medical industry have become increasingly demanding. As appreciate hospital companies from the private sector, although small scale, development is also difficult, but they continue to meet the needs of a wide variety of people, "one people" is their growing purpose. Their development, and promote the rational competitive medical institutions to further improve the health system, effectively alleviate the contradiction between supply and demand in the health care field, and brought tangible benefits to many people. However, there are many issues of private hospitals, the hospital's own internal control situation is not optimistic. This paper intends to improve the level of private hospitals in Nanjing x internal control system and the implementation of internal control research and analysis, identify deficiencies Nanjing x private hospitals as well as internal control problems and then find the appropriate solutions to improve the connection of private hospitals internal control and management, strengthening of private hospitals in the medical industry's competitiveness, promote family name industry, to bring more benefits and welfare of the people, so that medical treatment is difficult in the past.

第一章 引言

1.1 民营医院的起源和发展

说到民营医院的起源，我们就不得不追溯到古代时期。在古代，有好多所称的江湖“郎中”，其实，他们就是“民营医院”里的医生，可想而知，中国的民间医生有着深厚的社会基础，毕竟在中国这块大地上，普通广大民众占据了大多数。新中国成立后，政府意识到广大人民群众的重要性，大力创办医疗企业，使得社会上大多数医院都成为国家的了，即我们现在所说的“公立医院”，少数民间医生只能在夹缝中生存。

随着国家逐渐实行对外开放，好多商业领域出现了民营经济，而且发展势头都蛮强劲的。而民营医院作为民营经济中的一直队伍，发展则相差很多。虽然民营医院早在20世纪80年代就出现了，但直到21世纪初，民营医院才开始真正有模有样的发展起来。民营医院之所以发展起来，有三个原因：一是政府的大力支持，国家为了打破公立医院一统天下的局面，平衡竞争，就对民营医院施以援手。二是民营医院服务条件并不比公立医院差，但是收费标准却比公立医院低好多，这是民营医院本身的优势。三是民营医院不分贵贱，不分地区，本着“哪里有患者，哪里就有民营医院”的原则，在城市或者农村都设置了办公场所，大大方便了普通老百姓。同时也为民营医院带来了生存与发展的条件。

最近几年以来，我国民营医院发展非常迅速^[1]。民营医院本身有着自己的一套发展路线与发展方式，这些都对我国的医疗体系产生了不小的影响。对公立医院的发展也敲响了警钟，公立医院意识到在医疗行业里自己再也不是龙头老大了。民营医院的发展不仅为国家医疗卫生体系注入了新鲜的血液，也为国家解决了不少的就业压力。
