摘 要

国家级新区自1992年改革开放以来，承担着国家发展的重大任务。在近30年的发展过程中，其中开始涌现大量社会组织，但在国家级新区的背景下，社会组织的发展也面临着特别的发展困境。本文运用文献分析法和案例分析法，以南京市JN新区为例，分别从社会组织发展现状和分类模式两个方面展开，先阐释现阶段社会组织的概况，得到初步的了解和认知，使之后的研究更加清晰，再通过政务公开和实地了解，分析JN新区的实际情况，对当地不同社会组织的发展情况进行调查分析。本文的研究问题主要在于：（1）国家级新区中社会组织面临着哪些发展困境？（2）针对国家级新区中社会组织的发展困境有什么样的对策？（3）国家级新区中的社会组织可以采取哪些孵化策略？

研究表明：社会组织在JN新区中遇到了数量和质量两大方面的困境。然后笔者结合JN新区范围下的社会组织情况，发散、思考并总结出对相关困境的解决对策，四个对策分别为：提高认识、明确职能分工、健全法制和探索新模式以吸引人才入驻。

针对当下社会组织的数量不足以满足社会服务需要的问题，为JN新区的社会组织孵化策略提供一些参考以及建设性的建议。本研究将结合困境对策与孵化策略，使国家级新区中的社会组织获得更好的发展空间。

Research on Development Dilemma and Incubation Strategy of Social Organizations in State-level new areas

Abstract

Since the reform and opening up in 1992, the national new district has assumed a major task of national development. In the development process of the past 30 years, the social organizations began to emerge in large numbers. This paper uses the literature analysis method and the case analysis method to take the JN new district of Nanjing as an example, and starts from the two aspects of the development status and classification model of social organization, first explaining the general situation of social organization at the present stage, and getting preliminary understanding and cognition. The subsequent research is more clear, and then through the openness of government affairs and on-the-spot understanding, analyze the actual situation of the JN New District, and investigate and analyze the development of different local social organizations. The main research questions in this paper are: (1) What development difficulties are faced by social organizations in the national new district? (2) What kind of countermeasures are there for the development dilemma of social organizations in the national new district? (3) What incubation strategies can be adopted by social organizations in national new districts?

The research shows that social organizations have encountered difficulties in four aspects: status cognition , internal management mechanism, talent team and development structure in JN New District. Then the author combines the social organization under the scope of JN new district, diverges, thinks and summarizes the specific countermeasures of the above five dilemmas. The four countermeasures summarized in the research process are: raising awareness, defining functional division of labor, improving the legal system and Explore new models to attract talent.

In order to make some basic research on the current social organization's incubation strategy, refer to the previous favorable experience, analyze its specific situation, and draw on its effective methods to provide some reference and constructive opinions for the social organization incubation strategy of JN New District. This study will combine dilemma strategies and incubation strategies to enable social organizations in the new national districts to gain better development space.

1.研究背景

中国建立国家级新区始于1992年，1992年10月成立上海浦东新区，此后至2006年未再有新区设立。2006年，天津滨海新区升级为国家级新区，现今，根据2018年底的统计数据，在重庆、浙江、江苏等各省市内迅速建立起二十个国家级新区。^[1]

国家级新区从狭义角度来说是解决中国内部问题，而放眼当前整体国际形势，国家级新区也是中国为了缓解当前严峻国际形势的压力、缓步中和特定区域需求加速的一个特别地区；还可以理解成新时代下落实空间发展战略的有效出口。^[2]
