摘 要

党的十九大报告提出，要健全决策机制，坚持科学决策、民主决策、依法决策。公民社会的兴起与发展，使得公众越来越主动地追求自己的社会利益。公共决策的目的旨在满足社会公众的公共利益，社会组织的出现可以帮助他们表达自己的利益诉求，这也使得政府不再成为公共决策的唯一制定者和参与者。社会组织参与公共决策已成为现代社会发展的必然趋势，它的存在既是提高政府决策科学性、有效性的重要保障，也是协助政府打造服务政府、创新政府，不断提高公共服务质量的积极力量。纵观我国社会组织参与公共决策的现实状况，不难发现，社会组织参与公共决策的范围在不断扩大，却同样面临着资源不足、参与渠道存在利用偏好、参与过程缺乏制度保障等现实难题，从而导致其不能真正发挥在公共决策中的作用。

本文主要从“社会组织”和“公共决策”的相关概念以及理论依据入手，简单阐述社会组织参与公共决策的价值与方式，并结合社会组织参与公共决策的实践状况剖析其在参与过程中面临的诸多障碍和导致这些障碍形成的原因，最后在此基础上浅析如何完善社会组织参与公共决策的现实路径，从而充分发挥社会组织在公共决策中的参与价值，提高公共决策的科学化和民主化。

Analysis on the Social Organizations’ Participation in Public Decision-Making

Abstract

The report of the Nineteenth National Congress of the Communist Party of China put forward that we should improve the decision-making mechanism, adhere to scientific decision-making, democratic decision-making and decision-making according to law. The civil society ’s rise and development makes it that the citizen go after their own social interests more and more energetically. The public decision-making is in order to meet the interests of the general public. They prefer to express their interests in the form of social organizations, which makes the government no longer the sole maker and participant in public decision-making. The social organizations participating in public decision-making has become a certain trend in the development of modern society. Its emergence can not only enhance the scientific and effective government decision-making, but also help government departments to build a service government, innovative government, and continuously improve the quality of public service positive forces Looking at the actual situation of social organizations participating in public decision-making in China, it is not difficult to find that the scope of social organizations participating in public decision-making is expanding, but they are also faced with practical problems such as inadequate resources, preferences for participation channels, and lack of institutional guarantee in the process of participation, which lead to the fact that they fail to really play the role of social organizations in public decision-making.

Starting with the relevant concepts and theoretical basis of "social organization" and "public decision-making", this paper briefly expounds the value and mode of social organization's participation in public decision-making, and combines the practical situation of social organization's participation in public decision-making to analyze the many obstacles it faces in the process of participation and the reasons for the formation of these obstacles. Finally, on this basis, it analyses how to improve the social group. The realistic path of organizational participation in public decision-making can give full play to the role of social organizations in public decision-making and be help to make more scientific and democratic public decision-making.

选题背景与意义

1.选题背景

公共决策的终极目的是维护社会公众的根本利益，涉及了公共管理活动的全部过程。在公共决策形成的过程中，社会组织的参与无疑为提高政府决策科学化和民主化做出了重要的贡献，其在实现公共管理目标的过程中扮演着越来越重要的角色。

随着公民社会的兴起和发展，参与理论和民主理论在我国广泛的传播，我国越来越多的公民意识到切身表达和维护自己利益的重要性，他们更加积极主动地想要参与到政府的公共决策中去。遗憾的是，我国传统的“君统”思想和“官本位”思想的根深蒂固，使得社会公众无法把零散且有限的个人意见和主张切实集中反映给公共决策的制定者。这也使得我国政府的公共决策有时候很难真正反映民意，导致决策失误或者与公共管理的目标背道而驰。因此，为了更有效地实现政府与公众的沟通，具有社会属性和可以把零乱、分散的公民意志和利益整合的特殊功能的社会组织的出现无疑是一剂良药。社会组织成为了表达民意的摇篮，它特有的组织化的利益表达机制，可以把社会公众分散的利益诉求整合到一起，从而实现政民的有效沟通。

2.选题意义

从现在的实践状况来看,让社会组织广泛参与到公共决策中去已经成为我国民主政治发展的一个重要要求，这也是本文研究最确切的意义。

第一,在理论上,可以帮助我们理清社会组织、政府和公共决策这三者的复杂关系和内在联系。民主随着社会主义的发展也在不断发展，社会组织参与公共决策是对人民当家作主的重要体现，进一步完善了社会主义民主理论。
