摘 要

十年文革给我国的经济带来了灾难性的影响，经济落后，民生凋敝。改革开放后初期，我国经济实力有了大幅度的提高，综合国力不断增强，但是我国经济发展过程中存在只顾经济建设忽视对环境的保护。农业生产环境破坏现象严重，这既有耕作方式的不当的原因，更多的是化肥、农药、化工厂的污染物所致。目前，我国耕地出现了水土流失、土地荒漠化的现象。农业是我国国民经济发展的重要支柱，面对这样严峻的环境形势，生态农业可以有效缓解生态环境与发展的矛盾，并且能够最大程度上实现资源的循环利用，提高农民收入，保障农业的可持续发展，缓解环境恶化的社会难题。本文分析了生态农业的基本理论，介绍了我国国家扶持下生态农业发展的概况，认真的探讨了我国生态农业国家扶持的现实路径及其弊端，从法律路径的选择和国家制度政策的安排上提出了我国生态农业国家扶持的制度和有关制度的完善举措。
