摘 要

大学入学门槛日渐放松使越来越多的学生得以进入大学就学，自此，大学毕业生日渐增加，就业压力进一步提升。现阶段，普遍大学生面临就业难困境，如何提高大学生就业率也转变成了社会焦点。而残疾大学生作为大学生群体中的特殊人群，由于其自身具备的残疾人属性，与健全大学生相比，在当今以自主择业为主的就业机制中的弱势地位明显。残疾大学生就业率的高低是社会进步的表现，是人才资源的充分利用，对社会的和谐稳定有重要的意义。残疾大学生就业权的实现，对提高残疾人群体的文化水平具有重要的意义，能够鼓励更多的残疾人家庭对残疾人的教育进行投资，推动了中国残疾人教育水平显著提升，提高了残疾者的综合素养。现阶段，普遍残疾大学生面临严峻的就业难困境。部分虽然已就业，但领取的劳动报酬却非常低，理想与现实存在相对较大的差距。解决残疾大学生就业必须从法律方面着手，完善我国的立法、执法、司法体系，形成完善的就业援助体系，从制度上保障残疾大学生就业权的实现。

Abstract

College entrance threshold is increasingly relaxed so that more and more students to enter the University School, since then, the university graduates are increasing, further enhance the employment pressure. At this stage, the general college students are facing difficulties in employment, how to improve the employment rate of college students has become a social focus. And disabled college students as a special group of college students, because with its own disabled attributes with sound than the students, give priority to choose their own jobs in today's employment mechanism in a weak position significantly. The employment rate of the disabled college students is the performance of social progress, it is the full use of talent resources, and it has important significance to the social harmony and stability. The realization of the right to employment of disabled college students, to improve the cultural level of the disabled has important significance, to encourage more families of disabled persons to the disabled education investment, promote the China Disabled People's level of education significantly improve, improve the comprehensive quality of the disabled. At this stage, college students with general disabilities are facing serious difficulties in employment. Although the part has been employed, but the labor remuneration is very low, there is a relatively large gap between the ideal and the reality. To solve the employment of disabled students, we must start from the legal aspects, improve the legislation, law enforcement and judicial system of our country, form a perfect employment assistance system, and guarantee the employment right of the disabled students from the system.

1.1 论文选题的目的和意义

就业为民生之本，是现代人实现自身价值的方式之一，对经济社会发展具有重要意义。残疾大学生是我国特殊的优秀人才，他们由于接受了高等教育,相较于普通残疾人,掌握了更多的专业技能，能够更好的与周围人进行交流,能够在社会上胜任更多的工作。和健全人相比,残疾大学生由于其自身的特殊性，更懂得感恩和珍惜,在社会上谋得一份职位于他们而言弥足珍贵。踏实、稳定和勤奋是残疾大学生的特有品质,同时也决定了残疾大学生的人生定位和职业选择^[1]。

然而，在就业困境越来越大的当下，正常大学生都已陷入就业难困境，更遑论处于弱势地位的残疾大学生。对于这类学生而言，寻找理想工作可谓是难上加难。以武汉理工大学2015年秋季招聘会和2016年春季招聘会为例，参展单位数量较之前同期减少了一半多，招聘的人数也大幅度减少。针对残疾大学生需求，保障其能够充分行使就业权，有利于提高其就业率，增加其社会价值。

当前，虽然我国已针对残疾人构建了高度专业化的保障法、教育条例以及相关就业条例，但在就业权保护方面，却仍旧未构建相适应的保护法案，以至于残疾大学生无法按照相关法律规定参加就业，面临诸多的偏见与歧视。
