摘 要

在全世界范围内立法机关对政府的财政预算进行有效的监督，是现代法治国家的重要标志，是现代民主政治在预算领域的重要体现。预算监督水平关乎着一个国家的财政运行健康状况，甚至会对国民经济的发展产生重大影响，而随着现代政府职能的不断扩张与日趋复杂化，提高预算监督水平便显得越发迫切和重要。在我国各级人民大会作为国家的权力机关和立法机关，履行着宪法赋予的预算监督职责。而由于诸多因素的制约，我国的预算监督无论从立法角度，还是制度架构，亦或是人员的配置和专业化方面，存在很多问题和不足。在新时期我国继续深化政治体制改革的政治大背景下，对我国现有的地方人大预算监督制度进行全面而有深度的研究，就有着非凡的意义。本文主要以新预算法为基础，简要的介绍了地方人大预算监督的基本理论知识，并通过分析找出目前地方人大预算监督的现状、存在的问题、制约因素和可行的完善建议，希望对该领域的研究和改革有所裨益。

Research on budget supervision of local people’s congress

Abstract

The effective supervision of the government budget by legislative organs around the world is an important symbol of modern rule of law countries and an important embodiment of modern democratic politics in the budget field. The level of budget supervision is related to a country's healthy financial operation, and even has a significant impact on the development of national economy. with the continuous expansion and increasing complexity of modern government functions, it is increasingly urgent and important to improve the level of budget supervision. People's congresses at all levels in China, as the power organs and legislative organs of the state, perform the duties of budget supervision conferred by the constitution. However, due to many factors, there are many problems and shortcomings in the budget supervision in China, whether from the legislative point of view, the institutional framework, or the staffing and specialization. Under the political background of deepening the reform of political system in China in the new era, it is of great significance to conduct a comprehensive and in-depth study on the existing budget supervision system of local people's congresses in China.Based on the new budget method, this article briefly introduces the basic theoretical knowledge of local people’s congressional budget supervision, and finds out the current status of the local people’s congress’s budget supervision, existing problems, constraints, and feasible suggestions. Research and reforms in the field are beneficial.
