摘 要

随着2015年《国务院关于积极推进“互联网 ”行动的指导意见》的提出，我国各领域掀起了与互联网融合的浪潮。为了顺应我国“互联网 ”发展趋势，增强政务服务领域的创新能力和管理能力，我国政府信息公开制度也在积极努力寻求与互联网的融合，本文在梳理并整合已有研究理论的基础上，简要论述了政府信息制度的基本理论后，深入分析了“互联网 ”时代带给我国政府信息公开制度的机遇与挑战，并提出了相应的改革路径：树立正确的互联网思维；完善政府信息公开制度，建立信息共享机制；完善互联网平台，培养互联网专业人才。从而实现政府信息数据互联互通和开放共享，使互联网成为解决政府信息公开制度中存在的问题的重要手段，推动互联网与政府信息公开制度的深度融合。

Opportunity and Challenge: research on the system of Government Information openness in the era of "Internet"

Abstract

With the proposal of "the State Council's guiding opinion on actively promoting the Internet" in 2015, there has been a wave of integration with the Internet in various fields in China. In order to conform to the development trend of "Internet" in our country and enhance the innovation and management ability in the field of government affairs service, our government information disclosure system is also actively seeking to integrate with the Internet. On the basis of combing and integrating the existing research theories, this paper briefly discusses the basic theories of the government information system, and then analyzes the opportunities and challenges of the government information disclosure system brought to our country in the era of "Internet". And put forward the corresponding reform path: to establish a positive Correct Internet thinking; perfecting government information disclosure system, establishing information sharing mechanism; perfecting Internet platform and cultivating Internet professionals. So as to realize the government information data interconnection and open sharing, make the Internet become an important means to solve the problems existing in the government information disclosure system, and promote the deep integration of the Internet and the government information disclosure system.

引言

近年来，随着中国经济发展、民主政治进步，公民权利意识的觉醒，使得公众对政府公开更加详细、及时、准确的信息的要求愈加强烈。我国《政府信息公开条例》（以下简称《条例》）、《政府环境信息公开办法》（以下简称《办法》）的颁布和实施为公众信息知情权提供了法律保障。政府信息的公开不仅有利于建设阳光政府，更是对公民知情权的尊重和保护。

为了顺应互联网时代的发展，2015年国务院推出《关于积极推进“互联网 ”行动的指导意见》（以下简称《指导意见》），使得中国各领域掀起了与互联网融合的浪潮，政府部门也不甘落后，为了更好的治理社会、服务大众，各级政府部门也在积极探索将互联网技术融合到日常行政工作中。比如：政府部门利用门户网站公布信息、通过微博微信等新型社交媒体与公民互动交流。但是以互联网为新型技术公开方式的政府信息公开制度在享受互联网带来的方便快捷等好处时，也不得不面对互联网带来的诸多挑战。
