摘 要

随着经济体制改革不断深入，我国的科学技术水平在不断地提高，科技对于企业的发展，尤其是中小高新技术企业的发展，发挥着不可替代的作用。市场经济的快速发展，使得金融新兴的资本市场活跃起来，有力地促进了资源的优化配置，科技金融结合对企业发展的作用越来越大，为探索科技金融生态环境奠定了坚实的物质基础和制度基础。

本文以武汉市为例，探讨研究科技金融生态环境相结合的发展模式。首先，围绕经济、金融、政策法规环境等方面介绍了其科技金融生态环境的现状基础；其次，在分析武汉市科技金融生态环境发展情况及制约因素的基础上，分析发展中面临的问题与机遇，指出武汉市发展科技金融的优劣势；最后，进一步针对所存在的问题，对未来武汉市科技金融发展提出相应的优化建议。

研究表明武汉市科技金融仍未形成一个成熟的良性循环模式，科技中小型企业实力弱、规模小、难以对接风险投资都是发展中的残留问题，对此政府应加强其引导作用，加快科技金融结合立法，探索创新科技金融模式，完善各项管理制度和法规，帮助企业解决经营和生产中问题，正确引导金融业支持科技企业的发展，为企业提供良好的科技金融生态环境。

Abstract

With the deepening of economic system reform, China's scientific and technological level in the continuous improvement of science and technology for the development of enterprises, especially the development of small and medium-sized high-tech enterprises, has played an irreplaceable role. The rapid development of the market economy, the financial emerging capital market active, effectively promote the optimal allocation of resources, technology and finance combination is playing a more and more important role on the development of enterprises and lay a solid material foundation and institutional basis for the exploration of the financial ecological environment of science and technology.

Taking Wuhan city as an example, this paper discusses the development model of the combination of scientific and technological financial ecological environment. First, focus on the economic, financial, policy and regulatory environment, introduces the science and technology financial ecological environment present situation foundation; secondly. In the analysis on the basis of Wuhan Science and technology financial ecological environment situation and restricting factors of analysis problems and opportunities facing the development, points out the advantages and disadvantages of Wuhan City, the development of science technology and finance. Finally, further aiming at the existing problems, puts forward some optimizing suggestions for Wuhan City financial development in science and technology of the future.

Studies show that Wuhan Municipal Science and technology finance has not yet formed a mature model of a virtuous circle. Residual problems in development are that small technology enterprise strength is weak,small scale, difficult docking investment risk. Therefore, the government should pay to strengthen the guiding role, accelerate science and technology combined with the financial legislation, to explore the innovation of financial mode, improve the management system and regulations, to help enterprises solve the problems in production and management and, correctly guide the financial sector to support the development of science and technology enterprises, to provide good technical financial ecological environment for the enterprise.

金融的可持续性发展建立在金融生态环境的可持续性上，而在其现代发展进程中尤其是科技金融，愈发凸显其重要。我们认为科技创新主体与金融生态主体存在一定内部联系与相互作用。金融支撑科技投入创新，其产物实现了更高效的财富转化。科技型企业发展离不开金融。科技金融生态环境也是当今研究的前沿问题。科技金融生态环境概念是对生态学理论和科技创新要素的引入，能帮助我们更系统、深入地去理解和评测金融大环境的活动动态。

本文针对武汉市科技金融发展现状，基于武汉统计局给出的武汉市国民经济和社会发展统计公报、武汉市2015年政府工作报告等实际数据，借鉴国内外科技金融结合创新的模式特点，研究如何促进融合金融市场与创新链条，强化政府引导因素影响，配套科技金融资源良性互动，最终为优化现有高新技术产业与金融环境的有机结合提出建议。
