摘 要

安防是新时期保证安全、打击社会犯罪的重要保障产业，改善了人们的生活质量，也为国家经济和科技的发展提供了巨大的帮助。近年来，人工智能成为社会热点，智能安防产业的商业价值更被放大开来，同时极大增加安防行业的市场需求。IT、通信、家用电器等融入安防领域，竞争越来越大。对于安防行业来说，这是个机遇和挑战并存的时代，如何提高绩效是一个至关重要的问题，然而安防行业仍然以传统会计指标去评价业绩，忽视权益资本成本，未对净利润进行会计调整，存在人为操纵利润的可能性。而EVA能很好的解决上述问题，助力安防行业企业实现可持续发展。

本文结合案例分析，以安防领头企业海康威视为例，探究EVA在海康威视企业的应用的重要意义。首先界定了安防行业、绩效评价、EVA的概念，再叙述了EVA的两个理论基础，以便更好的理解EVA的意义。然后结合海康威视背景，包括公司的行业地位和核心竞争力，分析公司现行的绩效评估方法及存在的问题，根据目前的绩效评估存在的不足，得出实施EVA绩效评估方法的必要性。本文构建了一套适用于海康威视的EVA评估流程、确定了EVA评估项目和部分重要的会计调整事项，最后对公司进行EVA业绩评估，并与净利润和两个重要传统指标进行对比分析，突出实施EVA绩效评估的重要意义。

研究结果表明EVA能更有效的评估海康威视的绩效，反映企业真实的经营业绩，能够推动企业不断提高自身的价值和竞争力。

Abstract

Security is an important industry to guarantee security and fight against social crimes in the new era. It has improved people ’s quality of life and provided tremendous help for the development of the country ’s economy and technology. Recently, the business value of intelligent security industry has expanded, and the market demand for security industry has greatly increased. IT, communications, household appliances, etc. are integrated into the security field, and competition is increasing. For the security industry, this is an era of opportunities and challenges. How to improve performance is a crucial issue. However, the current performance evaluation of the security industry is still based on profit, and equity capital is not considered. Without accounting adjustments to net profit, it cannot reflect the true performance. EVA can solve the above problems and help security industry enterprises to achieve sustainable development.

This article combines the case analysis, taking Hikvision, a leading enterprise in the security industry as an example to explore the significance of the application of EVA in Hikvision. First, the concepts of security industry, performance evaluation, and EVA are defined, and then the two theoretical foundations of EVA are described in order to better under stand the meaning of EVA. Then, based on Hikvision's background, including the company's industry position and core competitiveness, the company's current performance evaluation methods and existing problems are analyzed. According to the shortcomings of current performance evaluation, it is necessary to implement EVA performance evaluation method. This paper establishes EVA evaluation process suitable for Hikvision, determines EVA evaluation items and important accounting adjustment items, carries out EVA performance evaluation of the company, emphasizes the importance of net profit and two important traditional indexes and compares EVA performance evaluation.

安防产业是新时期保障安全、打击社会犯罪的重要保障产业，关系到整个社会的安全稳定。随着我国人民生活水平不断的提升，和谐稳定的社会成为了未来发展的重要基础。

长期以来，我国安防市场竞争格局较为分散，行业集中度不够高。经过这几年的发展，国内的视频监控产业早已今非昔比，具有强大的竞争力，逐渐占有中高端市场，行业影响力逐渐扩大，成为国际主导。另外，产品的网络化、集成化、智能化和高清化的应用在逐步地加深，助力安防行业的发展。中安协指出在“十三五”期间，安防行业要实现转型，到2020年，总收入达 8000 亿元左右；此外，相关地区安防的需求也因“一带一路”政策不断提高。
