摘 要

科技创新是人类文明发展之火的不灭的动力，是扎根于每个人心中具有顽强活力的“种子”。美国在科技创新方面在全球处于领先地位，美国联邦特别注重创新,通过不断出台新政策来有针对性地引导科技创新发展。在不同时期美国政府根据不同的科技创新战略需要，对部分创新领域研究大幅提高的科研资金投入,支持高校和企业在技术创新领域产学研结合紧密，制定知识产权保护法规以保障美国技术创新成果，并提供税收优惠政策扶持企业积极开展科技创新研发。此外，美国政府还出台了一系列的移民政策，对科技创新领域研究和发展所需的人才引进给予有针对性地倾斜。

通过分析和研究美国科技创新政策的公共导向作用对于促进美国科技创新发展的影响，本文提出促进和完善我国科技创新政策的意见和建议。期望通过完善法律法规政策，保障和支撑科技创新发展，提供科技创新企业税收优惠政策，加强国际科技合作以及优秀人才的引进和培养等公共政策的制定和实施，有效引导我国高校和企业增加科技创新研究的资金投入、加速科技创新成果的转化，注重科技创新型人才的引进和培养等。

当今这个时代科技是各个国家持续发展的核心动力，自从1912美国经济学家熊彼特首次将“创新”的概念引入到生产体系后，科技创新在经济与社会发展中地位日益突出，科技创新正日益成为一个国家经济增长和社会进步的决定性因素。将科技创新能力作为推动经济发展的根本动力，把保持和巩固各国科技创新的国际影响力作为维持各国在世界经济优势地位的重要基础。从国家利益出发，强调科学技术的应用，确保在技术、科学和创新方面的霸主地位，是各个国家的当局者实施科技政策的核心目标。

改革开放以来我国的经济水平和我国在世界上的地位有较大程度的提高，可是在科技创新能力还是明显落后于其他西方国家，这与我国的科技创新政策，培养创新人才方式，政府在起中的作用等等有关，因此提高科技创新水平和转变经济增长方式、加大研发投入完善科技创新体制已经成为每个专家学者和政府的主要任务。

长期以来，科技领先的各个国家大都把企业作为主要的创新基地和主体，但是，政府在推动科技进步过程中发挥着很重要的作用，由于技术发展过程中存在很多高风险和不稳定性，企业对科技创新成果存在垄断性等等，以上各个问题都会使市场失灵。因此这时候政府的作用非常突出，为此各国家在战略导向、政府的政策引领和加大投入下激发企业和科研机构的主体作用，培育创新型人才上加大力量，引领科技发展趋势，才能让国家更强大。 虽然美国总统换届选举，政策主张有所差异，但从宏观数据来看，美国创新活动具有很强的连续性，基本趋势和发展趋向不变，美国经济仍然具备巨大的创新实力，仍然保持着全国经济科技的第一地位

推动发展，不仅要解放社会生产力，更要解放社会创造力，要想激发各种创新潜力就需要各种因素支持，其中最主要的是政府政策的支持和公共导向影响。

1. 理论意义

随着科技市场经济进步的脚步市场上存在各种风险，比如市场失灵等，科技创新是解决这些问题的主要方法。各国政府出台了多种法律法规和公共政策来促进企业和社会的科技创新。由于我国在科技创新政策制定等相关领域研究起步较晚，在短时间内构建出符合科技发展规律的中国特色国家创新体系任务艰巨。本文从科技政策的公共导向为出发点，通过归纳和总结美国政府在创新政策制定和执行等方面的经典理论和实践经验，为完善我国现有科技政策研究理论提供了新的研究视角，具有重要的理论价值。

由于美国科技水平居世界领先地位，科技创新各种要素配置完善，本文通过分析和研究美国科技创新政策的公共导向作用对于促进美国科技创新发展的影响，提出促进和完善我国科技创新政策的意见和建议。这对于提高科技创新能力、加强科技创发展、加速科技成果转化、加快科技创新国家的建设具有长久的战略意义和现实意义

1.2 国内外研究现状

如今知识经济和全球化趋势下，创新已经成为经济增长的首要推动力。为了促进经济增长和提高国家综合国力，各国高度重视创新，目前各个国家普遍重视公共政策的公共导向作用对于促进科技创新迅速发展的重要影响作用。各国学者针对这一领域开展了一系列的研究。

1.2.1 国内研究现状

我国学者对于科研，陈劲是我国最先提出科技创新概念的，在1994年出版的《科技管理》当中，陈劲提出科技创新是一种学习模式“从技术吸引到科技创新的学习模式，“发展中国家的技能引进，其最终目的是较多落实科技创新，提升进步的持久性与竞争性。”江泽民同志在全国科学技术大会上发表的创新是一个国家富强的持续动力，也是一个民族发展的灵魂。倘若科研能力薄弱，一贯是引进技术的话，导致很难挣脱技术落后的局面这一论述被谢燮进行了分析，其提出加速科技进步的决定》以及科教兴国策略，国内当时提出的科技创新策略，不但涉及到了组织管理领域的科研，而且涉及了也技术领域，是把握科技知识产权，使技术、经济拥有科属性的创新^[l4]。
