摘 要

适合的地方政府债务发展不仅有利于完善地方基础设施建设和加快国家经济发展，并且能够有效地改善国民生活水平，由于地方发展需要及政府举债的盲目性，导致近年来累积了数量庞大的地方政府债务数额，给我国经济平稳发展和国家财政的正常运行埋下了重大安全隐患。

本论文以文献研究法为基础，结合归纳法、比较法、定性分析和定量分析等方法，通过分析我国地方政府债务的形成过程及现状，归纳出我国地方政府债务存在的问题，探讨造成我国地方政府债务问题的原因，并提出有效解决我国地方政府债务问题的对策。研究结果表明，我国地方政府在债务管理、债务风险防范、事权与财力划分等方面存在诸多问题，论文研究结合大量数据分析，根据存在的问题去探讨相应的解决对策。论文的创新之处在于引入了大量的统计数据分析说明问题，有助于更为直观地认识我国地方政府债务问题和有针对性地探寻其管控策略与措施。

Abstract

Good development of local government debt is not only beneficial to improve the local infrastructure and accelerate the development of national economy, and can effectively improve the national life level, with local development needs and the blindness of government borrowing, in recent years has accumulated a large number of local government debt, for stable economic development in our country and the normal operation of the national finance is buried under the significant security hidden danger.

This paper on the basis of literature research, induction, comparison method, qualitative analysis and quantitative analysis method, through analyzing the formation process of local government debt in China and the status quo, concludes the existing problems of local government debt in China, discusses the cause of China's local government debt problems, and put forward effective countermeasures to solve the problem of local government debt in our country. The research results show that China's local government debt management, debt risk prevention, governance and financial division has many problems, the paper studies combined with a large number of data analysis, to explore corresponding countermeasures according to the present situation. The innovation of the paper is introduced a number of statistical data analysis, contribute to a more intuitive understanding China's local government debt problem and a targeted search for its control strategies and measures.

1.1.1 研究背景

地方政府性债务是地方政府及其所属机构等为了推进地方基础设施建设，发挥政府各项公共职能，借助融资平台而采取的以抵押、担保等形式获得资金形成的债务。地方政府性债务不仅出现在我们国家，社会各国普遍存在地方政府债务问题。我国地方政府性债务是我国社会经济发展的必然产物。随着改革开放的推进，我国开始大力推行现代化建设，经济上取得了举世瞩目的进步。但是受国际金融危机的冲击和国内经济发展需要，中央政府将国家建设的主要任务下放到地方政府手中，地方政府由于财力有限，为应对金融危机和发挥政府各项职能，不得不通过举债的方式弥补资金空缺。因此，在这样的背景，我国地方政府债台高筑，与债务相关的各种问题也接踵而至。

由于我国地方政府债务的爆炸式增长，地方政府债务问题慢慢进入公众视野，开始受到政府部门及社会各界的关注,地方政府债务规模的大幅增加，不但会给地方经济的长期发展埋下安全隐患，同时也会对国民经济的整体发展造成不利影响，从中央政府到地方政府，再到每个社会团体和个人，我们不得不重视这个问题。
