摘 要

随着国家对农村建设的大力扶持，农民的生活水平逐步改善，在物质需求得到极大满足的同时，开始追求精神文化需求。然而由于政府失灵的存在，公共服务和公共物品无法得到有效配置，志愿服务组织作为补充力量，能够有效缓解这些问题。高校志愿组织作为中国志愿服务事业中最为重要的组成部分，在参与农村治理、完善基层服务、推动农村经济发展等方面发挥着重要的作用，但是在现实生活中，我国高校志愿组织在参与农村建设方面却存在着诸多问题。本文采用文献综述法、访谈法和问卷调查法对南京某高校Z志愿组织开展调查，分析组织的运行情况以及参与农村建设方面所取得的成果，探究志愿组织服务农村过程中出现的问题，并且针对这些问题的成因进行分析。在上述文献资料的基础上借鉴发达国家志愿服务组织的成功经验，结合我国国情，提出可以改善高校志愿服务水平以及推动农村志愿发展的措施，最终建立起高校志愿组织长期服务农村建设的有效机制。

Problems and Countermeasures of College Volunteer Organizations Participating in Rural Construction

—A Case Analysis Of Nanjing Z Volunteer Organization

Abstract

With the country's strong support for rural construction, the peasants' living standards have gradually improved. Meanwhile material life has been greatly satisfied, they have begun to pursue spiritual and cultural needs. However, public services and public goods cannot be effectively allocated due to government failure. Volunteer service organizations, as complementary forces, can effectively alleviate these problems. College volunteer organizations, as the most important part of China's voluntary service industry, play an important role in participating in rural governance, improving grassroots services and promoting rural economic development. However, in real life, there are many problems in College Volunteer Organizations when they participate in rural construction. This study conducts a survey on a volunteer organization in a university in Nanjing to analyzes its great achievements in the organization itself and explore the problems when they provide rural services by using the method of literature, questionnaire survey and interview. By studying the successful experience of volunteer service organizations in developed countries and combining it with China's national conditions, this paper proposes measures to improve the level of volunteer service in colleges and universities and promote the development of rural volunteers. Finally, an effective mechanism for the long-term service of rural construction by college volunteer organizations is established.
