摘 要

高校学生自治组织是由学生自己办理内部事务，组织成员互相教育的社会组织。高校学生自治组织是现代社会高校发展中不可以缺少的组成部分，尤其是民主和人权在人们心目中越来越重要的现在，高校学生自治组织的成长是适应这一时期需要的，是能够实现维权的自治组织。高校学生自治组织存在发展资源紧缺、组织内外部管理混乱、人员流动性大以及缺乏社会支持，资金来源单一等问题，其原因是因为高校学生自治组织众多、高校学生自治组织制度不完善、高校和学生民主意识薄弱凝聚力不足，此外另有社会对高校学生自治组织的错误舆论认识。为了完善相关高校学生自治组织的成长，需要增加对高校学生自治组织的资源投入、完善高校学生自治组织的制度建设、提高学生自治组织的自治意识、巩固成员关系，引导社会对高校学生自治组织的舆论导向等，以形成良好的高校自治组织的发展模式。

The improvement of self-governing organizations of universities

Abstract

The self-governing organization of college students is a social organization dominated by students. It is self-administered and self-administered by students. Student autonomy is an integral part of university development. People in the world are becoming more and more aware of the importance of democracy and human rights. The development of student autonomy is due to the increasing emphasis on democracy and human rights. Student self-governing organizations can cultivate students' ability to manage and can flourish campus culture.A shortage of college students' autonomous organization development resources, internal and external management, personnel fluidity of chaos and lack of social support, funding sources of the single and so on. The reason is the large number of self-government organizations and the system of self-governing organizations of colleges and universities is not perfect. Universities and students are weak in democratic consciousness and students are less cohesive. There is also the public perception of the false public opinion of self-governing organizations in colleges. In order to improve the development of self-governing organization of the relevant universities, this paper puts forward the resources input to the self-governing organization of higher education institutions and improves the institutional construction of self-governing organizations in universities. We should strengthen supervision and properly guide the development of the public opinion orientation of the students' self-governing organizations in universities in order to form a good model for the development of self-governing organizations in universities.

陶行知认为：“学生自治是学生结起团体来，大家学习自己管理自己的手续。”^[1]高校学生自治组织是现代化高校的重要组成部分，在信息高速发展的全球化浪潮下，学生的自治意识不断提升，学生的自治管理水平也和国家的发展密切相关。一个国家的成长需要青年人的建设与管理，从大学开始培养一个人的自治意识是极其重要的。在中国进入改革攻坚期的现在，高校也应该进行相应的改革，尤其是在于高校学生自治组织的发展模式上要有完善并且健全的发展方向，探讨恰当的中国高校学生自治组织发展的改革方向。在民主化不停发展的而今，高校学生自治组织也是大学生对于民主和天性追求的体现方向，并且高校学生是高校改革的主体，高校改革需要他们的参与，高校学生有权利成立由学生自我管理的组织，来提出自己的诉求并加入到高校改革中。

国内学生自治组织的发展可以分为四个阶段：第一个阶段是学生组织围绕着政治的相关活动，主要是在新中国成立前期和新中国走上社会主义道路之前的过渡期间，学生自治组织的发展主要在思想政治建设方面；第二个阶段是文革结束后几年内，1978年改革开放并恢复了高考后，学生自治组织在停滞发展之后又迎来了高潮，重新找到了活力，随着高考的恢复，学生自治组织的血液也进行了换新；第三个阶段是在上个世纪80年代到90年代初，由于几次学潮，学生自治组织难以成长；第四个阶段就是20世纪初到现在，随着市场经济的飞速发展，高校自由化程度逐步提升，可以说各个学生自治组织发展的如火如荼，百花齐放，精彩纷呈。^[2]尤其是近十年来的发展可谓是日新月异，高校学生自治组织的认可度逐步提升，在高校发展中越来越显示出举足轻重的地位。在民主、平等、公平的理论指导下，并且积极借鉴国外发展经验，学生自治组织的转型和改革也在迫在眉睫。通过对我国发展学生自治组织发展的研究来看，我国的学生自治组织相较于海外发达国度是较为年轻的，发展历史并不长远，而且存在很多的改革和发展的空间，面临着越来越多的学生自治组织，我国对于相关规章制度的完善和改革也是大势所趋。
