摘 要

本文是对于公共事业管理主体的历史变迁和职能界定方面进行的探讨研究：由于公共事业管理主体的变化是伴随着社会转型和政府改革的客观现实，所以本文针对我国在传统的计划经济阶段和市场经济体制改革后的公共事业管理主体的历史变迁的问题的研究，主要表现在政府高度集权的一元化向政府---市场---非政府组织三方面共同构成的公共事业管理的多元化主体系统的历史变迁。计划经济体制时期，由于国内政府包揽一切，导致公共事业兴起受阻，所以，在改革开放之前的公共事业管理亦由政府包揽，主体呈现出一元化的特征，然后随着市场经济的发展，政府的逐步放权，才迎来了公共事业管理的春天，公共事业管理主体才慢慢开始呈现出多元化的特征。而从一元向多元变化的过程中其主体职能也必然发生着变化，才能顺应不同时期的社会公众的发展需求，而后随着我国政社分开理念的进一步深入强化，将来公共事业管理各个主体的职能必将有着新的发展取向和展望。

Historical Changes and Function Definition of the Subject of Public Sector Management

Abstract

This study is to research the historical changes and the functions defined of the subject of sector administration conducted，Due to changes in the subject of sector administration is accompanied by the social transformation and the objective reality of government reform,so this study is mainly for the historical changes of the subject of sector administration from the process of our country’s traditional planned economy system to market economy system’s historical changes from the government’s highly centralized to the diversification subject system constituted by Government---Market---NGO three parts. At the planned economy period,our government controls everything in the society besides public affairs that hindered the development of public utilities .so before our country’s Reform and Opening,the subject of public administration showing a unified feature,and with the development of market economy system,with the gradual decentralization of government,the subject of sector administration showing a diversification feature gradually.The process from unified to diversification,the subject’s function are need to change in order to adapt to the development’s needs of the public in different periods.With the further strengthening of public affairs separate concept of the future management of public utilities functions of each subjects will have a new development orientation and prospect.
