摘 要

农民工为我国经济的发展作出了巨大的贡献，是社会发展过程中不可或缺的组成部分。农民工的的发展与变迁，不仅改变了农村的经济结构，更是推进了城镇化发展与社会结构的改革。要妥善解决农民工的养老保险问题，需要国家和社会发展相协调。当一个群体的发展愈来愈庞大时，他的权益需求也会随之改变。在这其中，社会保障是基本需求，良好的社会保障可以缓解劳动力流动所带来的的后顾之忧，使劳动力流动渠道通畅。再细化社会保障体系下的养老保险是保障退休后人群基本生活需求，为其提供稳定可靠的生活来源的重要的社会保险方式之一。农民工养老保险是社会保障体系的缺失环节，解决农民工的后顾之忧越来越受到人们的关注。但由于农民工自身因素、企业因素，养老保险制度自身存在的缺陷和历史遗留问题等各种因素，农民工养老保险存在着参保率低、退保率高和参保待遇不公等的现象，所以虽然国家有出台相关政策，但农民工在现实中并没有真正享受到养老保险带来的惠利。本文通过对我国农民工养老保险现状的分析，总结国内外学者的研究，针对问题探寻出路。独立的农民工养老保险立法，有效的户籍制度改革，全国统一的农民工养老保险制度和信息化的沟通平台是探讨的出路。

of migrant workers

Abstract

Migrant workers made a great contribution to China's economic development, is an indispensable part in the process of economic development. The development and change of the migrant workers not only changed the economic structure in rural areas, is also promote the reform of the development of urbanization and social structure. To properly solve the problem of endowment insurance of migrant workers need to coordinate development and the state and society is very important. When a group is becoming more huge, its interests demand will change. In this one, social security is the basic demand. Social security can relieve the labor flow of any menace from the "rear". Make the labor flow channel unobstructed. With further refinement, endowment insurance is to protect the basic living needs of people after retirement. One of the important social insurance to provide stable and reliable source of life. The endowment insurance of migrant workers is the weak link of the social security system. The migrant workers to solve any menace from the "rear" has attracted more and more attention. But because of migrant workers for their own reasons、business reasons、the endowment insurance system defects and issue rooted in history. Migrant workers endowment insurance have rate low, lawsuits high and the unfair etc. Although the state has promulgated relevant policies, but migrant workers are not really enjoy the benefits of pension insurance. Based on the analysis of China's migrant workers pension insurance status, summarize the research of scholars at home and abroad, to explore the way out. Independent of the migrant workers pension insurance legislation、effective household registration system、the national endowment insurance system and the information communication platform are on the way.
