摘 要

社会组织作为一种实现民众意愿、保护民众权益、由民众自发组成的非营利性团体，可以有效弥补新型治理模式下“政府失灵”的困境，在参与社会矛盾化解过程中，有着各级政府不可替代的积极作用。社会组织的发展有利于推动和加强社会治理;社会组织的发展有利于化解社会矛盾和促进社会和谐;社会组织是公民有序参与和合理表达利益诉求的重要载体;创新公共服务的提供方式需要社会组织的广泛参与。只有将社会组织引入公共管理领域，才能实现政府、企业、社会的良性互动。当前培育、发展社会组织，是促进和谐社会建设的着力点，针对社会组织存在的问题，要加快政府职能转变，拓宽社会组织参与和谐社会建设的空间;要积极培育和发展社会组织，加入政府支持力度；完善相关社会组织发展的法律法规的建设；实行对社会组织活动的依法监督。推进社会组织更好发挥作用。
