摘 要

城中村治理的投入总得不到有效回馈，症结在于对文化建设方面的治理不到位，带来了种种弊端。当前城中村治理模式存在的偏重追求经济利益，不顾及各地差异统一改造，忽视城中村治理中文化建设等问题。造成了城中村内居民及流动人口在情感方面的缺失；城中村内传统文化不断消失，文化的多元性受损；城中村内各种问题一直无法从根源上解决，治理陷入恶性循环等不良状况。面对当今困境，城中村治理应以加强城中村治理中的文化建设为突破口，运用政府的力量为城中村带来文化建设全方面的优化升级。科学有效的文化建设将为城中村带来经济、社会、文化、政治等多重效益，发挥文化在城中村治理中独一无二的作用。

Analysis and Research on the absence of Cultural Construction in Village Governance in City

Abstract: The problem lies in the fact that the governance of the village in the city is not in place, which brings all sorts of malpractices. At present, the mode of village governance in the city emphasizes the pursuit of economic benefits and does not take into account the differences between different areas of the city. Ignoring the cultural construction in the governance of the village in the city has caused the lack of emotion of the residents and floating population in the village in the city, the traditional culture in the village in the city is constantly disappearing, and the diversity of the culture is damaged. All sorts of problems in the village in the city can not be solved at the root all the time, the management falls into the vicious circle and so on bad condition. Facing the predicament nowadays, the village governance in the city should take strengthening the cultural construction in the governance of the village in the city as the breakthrough Using the forces of government to optimize and upgrade all aspects of cultural construction in urban villages. Scientific and effective cultural construction will bring economic, social, cultural, political and other benefits to villages in cities. Give play to the unique role of culture in the governance of villages in the city.

一、前言

随着城市化的不断推进，农村空间越来越小，农村向城市进化的过程中，“城市中的农村”即城中村的治理问题成为党和政府关注的重点问题。一轮又一轮的政府、市场和社会资源投入城中村，对其进行治理或依法改造。虽然治理的目的在于全力改变城中村内“脏、乱、差”的状态，为城中村内部居民及流动人口创造良好的生存环境，但由于文化建设的缺位，使得仅从物质层面对城中村的治理收益明显颇微。“文化堕距”愈演愈烈在城中村发展过程中愈演愈烈。美国社会学家WF.奥格认为在社会变迁过程中，某些部分(如:物质文化与科学技术)变迁速度快，某些部分(如:制度与观念等)变化速度慢,从而造成文化各部分发展的差距和不平衡现象，这种现象即为文化堕距。^[1]城中村内部居民以及流动人员的文化素质得不到提高，城中村的文化氛围得不到发展，城中村治理的收益必定继续受到限制。然而，从现实看，我国现阶段文化方面的建设在城中村治理的过程中却一直未受到足够的重视，因此将文化建设提上日程成为城中村治理措施的“重中之重”。

现阶段城中村治理遇到的瓶颈，需要充分发展城中村文化建设。首先，要对城中村的文化空间进行改造。城中村是具有超越空间意义的存在。但想要保存其发挥的各类价值，最基本的要求就是保留住城中村这一空间，并对现有城中村进行改造，使其能利于城中村文化的发展。其次，本文提出了两种城中村治理模式：创意文化建设模式与原真文化建设模式。分析各城中村具体情况，分别利用这两种文化建设模式对城中村文化进行更优地复兴与发展。

二、城中村治理中文化建设缺位的困境
