摘 要

随着社会各方面的日益发展，科技与经济文化的关联越发密切，科学决策的重要性日渐突出，而科技智库对于科学民主的决策是不可缺少的。从我国科技智库发展现状和存在的问题进行探讨，以及通过和欧美发达国家科技智库建设经验对比研究总结，提出我国新型科技智库发展的构建策略。我国科技智库发展到现在主要存在的问题是体制的不完善，法律制度不规范，人才队伍建设力量薄弱以及创新能力不足等方面，那么就需要从这些方面着手，立足本国国情，完善各方面法律规范制度和运行机制，紧抓人才培养，同时从国外发达国家优秀科技智库建设中借鉴经验，从现实出发，理论结合实际，注重务实性，同时注重创新发展，从而构建成我们国家的新型科技智库。

Abstract

With the development of all aspects of society, science and technology relates more closely with economic and cultural, the importance of scientific decision-making has become increasingly prominent, and scientific and technological think tanks for scientific and democratic decision-making is indispensable. This paper discusses the present situation and existing problems of the development of science and technology think tanks in our country, and summarizes the experience of the construction of scientific and technological think tanks in developed countries in Europe and America, and puts forward the construction strategy of the development of new scientific and technological think tanks. The main problems of the present development of China's scientific and technological think tank is the imperfection of the system, the legal system is not standardized, the strength of the construction team is weak and lack of innovation and so on, then you need to proceed from these aspects based on our own national conditions, improve all aspects of legal norms and operational mechanisms, closely grasp the training of personnel, at the same time learn from the developed countries of outstanding scientific and technological think tank construction experience, start from the reality, combine the theory with practical, pragmatic, and focus on innovation development to build a new scientific and technological think tank of our country.

第一章 绪论

1.1研究背景及研究意义

随着现代化发展，科技和国家发展各方面的联系越发紧密，各类决策问题也更加多样化，政府越来越依赖于科技智库。

科技智库，也就是Science and technology think tank，它具有十分鲜明的特色。科技智库对于促进国家科技发展、优化决策科学以及推动民主政治具有十分重要的作用。随着经济社会的快速发展以及经济全球化的影响，为了提高国家软实力、提升国际话语权，决策科学化越来越被重视，而新型科技智库在其中扮演着不可或缺的角色，党的十八大也强调了新型科技智库的建设尤为紧迫与重要。在欧美发达国家，科技智库的发展已相当领先，并且为政治经济服务。而我国的科技智库才刚刚起步，根据报告显示，我国科技智库的数量是不容小觑的，但是影响和竞争力都处于比较低的状态，与西方发达国家相比我国的科技智库并不具有优势，2016年初，美国一所大学公布的《全球智库报告2015》中指出全球6000多家智库型研究机构中，中国就有四百多家，仅仅低于美国，但全球智库榜上面上榜的中国智库只有个位数，其中没有一家科技智库。

20世纪80年代经济开放以来，伴随着国内国外大环境的巨大变化，决策的难度和风险也在持续变大，科学的决策也越来越依赖于系统科学的研究。我国科技智库主要存在的问题是小、散、弱，目前无论是宏观政策还是法律体制都存在着较多的不足，科技智库本身发展目标和发展定位不准、专业性不足、创新能力不够、没有真正服务于大众社会、高端人才的缺乏等等等等一系列的问题，使得我国新型科技智库的发展尤为艰难。优化壮大符合中国国情的新型科技智库，是中国科技智库成长成熟不可缺少的环节，也是完善决策咨询制度、发展民主政治、推动国家体系完善建立、促进现代化的必经的一条路。以及最重要的一点，就是在提升国家综合竞争力方面，新型科技智库发挥着不可替代的作用。所以，虽然我国的新型科技智库建设仍处于薄弱的初期阶段，但是未来必将迎来它的大好时代。
