摘 要

2017年10月18日，党的十九大报告的第五部分“贯彻发展新理念，建设现代化经济体系”，在“深化供给侧结构性改革”一节中提出“促进我国产业迈入全球价值链中高端，培育先进制造业集群”。随着制造业转型升级的浪潮在世界范围内的掀起，我国为了在世界范围内取得一定的竞争优势，需要发挥产业基础雄厚，创新资源丰富的突出优势，积极参与建设世界级的先进制造业基地，发展具有国际竞争力的先进产业，推动往高质经济方向升级。

先进制造业以先进的制造技术为基础，融合了信息技术、智能生产、机械材料等高新技术成果，发展先进制造业的相关企业和组织在某个地理区域上集聚，共享资源和最新成果，并进行专业化分工，形成先进制造业集群。培育世界级先进制造业集群，体现了我国制造业往高端产业方向发展，实现价值增值的重要意义，以及跻身世界级先进国家行列的目标与决心。

以往对于培育世界级先进制造业集群的相关研究还比较少，大多数的相关研究都集中在单一企业的发展战略的路径，而缺少从集群角度的分析和研究，因此还没有形成一个较统一的培育机制。本文通过对国内外先进制造业集群发展经验的探究，总结提炼发展成功的相关措施，制定我国培育世界级先进制造业集群的战略和路径，并对如何达到世界级的要求提出了界定标准。

本文在文献阅读的基础之上，运用文献分析和案例实证分析的研究方法，提出合理的发展战略和发展路径，主要得出以下结论：一是培育世界级先进制造业集群可以通过制定一体化战略，进行相关企业间的战略联盟，采取联盟的创新形式即高校、科研院所和企业相互合作的产学研合作战略的有效战略，从战略高度为集群的建设与发展描画蓝图；二是对于路径的选择要从产业方向、技术创新、人才引进和培育、知识产权保护和节能环保等多角度考虑，并且要突出其中政府的重要作用，通过政府的政策牵引为世界级先进制造业的培育与长远发展提供推动力量和稳定保障。对发展战略和路径的研究，本文还具体以苏州高新区为例进行详细的探究，通过实际发展的案例研究证实其中的战略和路径是积极有效的，具有可行性，为我国今后培育世界级先进制造业集群提供了科学的借鉴意义和参考价值。

This article explores the development experience of advanced manufacturing clusters at home and abroad, summarizes related measures for successful development, formulates strategies and paths for fostering world-class advanced manufacturing clusters, and sets standards for how to achieve world-class requirements.

On the basis of literature reading, using the literature analysis and case study analysis methods, this paper proposes reasonable development strategies and development paths.
