摘 要

2016年，中共中央、国务院以医学和体育为切入点发布了《“健康中国2030”规划纲要》文件，通过鼓励与指导这两方面内容的发展来促进我国公民的身体素质和健康水平。棒垒球作为我国体育的一种，可以为健康中国的建设服务。因此可以抓住当前时代机遇，对该项目进行改革，促使棒垒球产业得到长远发展。

通过对大量体育文献的整理分析，能够发现体育不仅能够提高我国公民的健康水平，还能促进经济发展。目前我国的体育政策趋向于大众体育健身，因此像棒垒球这样的产业如果想要在新时代下得到更好的发展，就需要面向群众进行推广，为人民大众的健康做出贡献。通过采用文献资料收集、与专家进行访谈和进行数理统计等方法，本文将详细研究目前棒垒球产业的发展现状，并将其与相关文件中对体育的要求进行对比分析。通过调查可知，棒垒球产业目前需要将大众推广放在首要位置，而且该项目的安全性和娱乐性也要得到相应完善。目前我国的棒垒球产业仍然处于起步阶段，在产业结构上还存在很多不合理现象。本文通过与专家进行访谈、收集相关文献资料和逻辑推理等方法为棒垒球产业在新时代下的发展提出一些适当意见。棒垒球产业面向大众推广的战略举措为:根据练习者的年龄特征制定相关学习内容；需有专业人士进行指导；加强该项目的义务监督和保障并对防护用具进行改良；对现有的技术进行升级。棒垒球产业发展战略举措为:应该以广大人民群众作为基础;要充分发挥棒垒球产业的文化功能，优化及产业结构；能大力发展棒垒球商业化的俱乐部并举办一些具有影响力的俱乐部联赛，发展该项目的二三级产业。

Research on Problems and Countermeasures of Baseball and Softball Industry Development under the Background of Healthy China

Abstract

In 2016, the Central Committee of the Communist Party of China and the State Council issued the "Outline of the" Healthy China 2030 "Plan" with medical and sports as the starting point, to promote and guide the development of these two aspects to promote the physical fitness and health of our citizens. As a kind of sports in my country, baseball and softball can serve the construction of a healthy China. Therefore, we can seize the opportunities of the current era and reform the project to promote the long-term development of the baseball and softball industry.

Through the collation and analysis of a large number of sports literature, we can find that sports can not only improve the health of our citizens, but also promote economic development. At present, my country's sports policies tend to be popular sports and fitness. Therefore, if an industry like baseball and softball wants to develop better in the new era, it needs to be promoted to the masses and contribute to the health of the people. Through the use of literature data collection, interviews with experts, and mathematical statistics, this article will study the current status of the baseball and softball industry in detail, and compare and analyze the requirements for sports in relevant documents. Through the investigation, we can see that the baseball and softball industry needs to put mass promotion at the forefront, and the safety and entertainment of the project must be improved accordingly. At present, my country's baseball and softball industry is still in its infancy, and there are still many unreasonable phenomena in the industrial structure. This article provides some appropriate opinions for the development of the baseball and softball industry in the new era by conducting interviews with experts, collecting relevant literature and logical reasoning. The strategic measures for the baseball and softball industry to promote to the public are: formulating relevant learning content based on the age characteristics of the practitioners; requiring professional guidance; strengthening the voluntary supervision and protection of the project and improving protective equipment; and implementing existing technologies upgrade. The strategic measures for the development of the baseball and softball industry are: it should be based on the broad masses of the people; the cultural functions, optimization and industrial structure of the baseball and softball industry should be fully utilized; the clubs that can vigorously develop commercial baseball and softball and host some influential club leagues Develop the secondary and tertiary industries of the project.

第一章 绪论

1.1研究背景

改革开放以来，随着社会的进步和经济的发展，我国人民的生活已经正式迈向小康。如今人们的生活方式和价值观等都在发生变化，人们对健康的观念也开始重视起来。国家也非常重视国民健康问题，在相关会议上，习总书记的讲话也特别提到了要关注国民健康问题，健康是一切的基础，有了健康的身体社会经济才能持续稳定的发展，民族才能更昌盛，国家才能更富强。公民的健康是国家发展的希望，也是人们的追求。李克强总理在2015年2月的工作报告中也首次提出了打造“健康中国”的要求。在十七大报告中，政府将全民健康作为国家发展的基础，表示健康关系着家家户户的幸福，要引起不断重视。2016年习近平总书记提出，有了全民健康，才可能有全民小康。接着在全会公报中将打造健康中国作为国家发展方针，国家体育总局局长刘鹏提出加强体育运动帮助该战略的完成。国家甚至提出了健康中国2020的口号，并定了到2020年达到中等发达国家健康水平的目标。这就需要持续发展群众体育运动，努力推进健康中国的建设，将体育运动作为建设“健康中国”的基础^[2]。

1.2研究目的

棒、垒球运动有着悠久的历史，在我国也正处于蓬勃前进的时期。棒垒球产业目前需要将大众推广放在首要位置，而且该项目的安全性和娱乐性也要得到相应完善。目前我国的棒垒球产业仍然处于发展阶段，在产业结构上还存在很多不合理现象。我国制定了健康中国的计划，该计划对于体育有了更高的要求，通过研究该计划发现，棒垒球产业也是体育产业的一个重要分支，但是它目前的发展存在很多问题。本文通过多种方法对棒垒球产业展开研究，并进行总结分析希望能存进棒垒球产业以后的发展，为其发展提供科学的方法。目前，我国体育产业具有巨大的发展潜力，同时也兼具着巨大的任务。体育产业必须紧紧抓住这一发展机会，注重创新和改革，打开体育市场，让国内的体育产业再上一个全新台阶。同时，借鉴一些国外发达国家的经验，并与我国当前国情相结合，也能够走出一条具有中国特色的体育产业发展道路。

1.3研究意义

在这个全新时代下，各行各业都在这个时代中飞速发展。同时，很多事物也都面临着各种各样的考验，只有那些能够在这个时代中找到正确定位，才能适应时代，做出更多的贡献。对于一些能够为时代发展做出贡献的事物，它们会拥有更多的机遇和更大的发展空间，而一些陈旧的事物，如果它们不能为时代发展做出贡献，那就只能失去鲜活生命力，被时代抛弃，放在历史博物馆中。“健康中国战略”目的是为了提高全国人民的健康水平。体育能够为全民健康做出贡献，具有重要的推动作用。而体育运动中的棒垒球运动能够有效促进国民健康水平提升，运动健身价值非常高。因此，发展棒垒球产业可以让更多人通过该运动获得健康的身体素质，这样的宗旨和健康中国战略的目的完全吻合，具有十分积极的意义。

如今，国务院再次发布了《“健康中国2030”规划纲要》文件^[3]。该文件的发布意味着研究棒垒球产业发展战略具有十分积极的意义，顺应了时代的发展。通过研究棒垒球产业的发展，能够为其未来的发展战略提供参考依据和方向，有利于提升国民健康水平。同时，棒垒球产业也有利于中国武术的发展，对国家未来的健康规划具有重要意义。

第二章 文献综述

2.1体育产业相关文献综述

对于体育产业的概念，学术界有不同的意见，笔者将这些意见进行了总结分析发现，关于体育产业的分类，国内外有不同的办法，而本文将对体育产业的分类加以明确^[4]。同时，本文也将对体育产业中的一些相关政策和概念进行适当的总结分析。

2.1.1体育产业界定

在上世纪40年代就已经有了体育产业，不过刚开始体育产业在西方国家比较热门，国内是一直到1992年才有了体育产业这一说法，与西方国家相比，算是起步较晚^[5]。刚提出这一概念时，市场对于这一行业的理解是能够生产体育相关产品，为体育提供服务。但是，随着研究的增多，学者们对于体育产业有新的理解，相关研究者对其内涵也进行了深入探讨，但最终得出的观点仍然没有统一。目前国内的研究中，比较得到市场认可的有以下几种：
