摘 要

创新是当代社会发展的主流趋势，在全球化背景下，我国正积极进行创新型城市建设。南京作为东部沿海省会城市，产业基础优良，科教资源丰富，外贸优势明显，近年来积极探索创新名城发展实践，切实融入国家“一带一路”、长江经济带、长三角区域一体化等重大发展战略。创新名城建设涉及科创企业培育、新型机构、产业地标打造、高端人才引育等多重大发展战略。

为深入了解南京创新名城建设发展情况，本文在归纳总结国内外相关研究文献的基础上，借鉴创新型城市相关理论，根据科学性、代表性、综合性及可操作性等基本原则，构建了包含6大一级指标、28个二级指标在内的南京市创新名城评价指标体系。随后，选取南京市2014-2018年国民经济和社会发展统计公报数据和南京市统计年鉴等数据资料，利用分层加权法和发展指数法，对南京创新名城建设效果进行评价。研究发现，南京创新名城建设成效明显，整体趋势增长平稳。反映出近年南京创新名城建设激励举措积极有效，为南京推动创新型城市建设提供了有力保障。

Research on the evaluation of the construction effect of Nanjing innovative city

Abstract

Innovation is the mainstream trend of contemporary social development. Under the background of globalization, China is actively building innovative cities. As a capital city one belt, one road in eastern coastal area, Nanjing has excellent industrial foundation, rich science and education resources, and obvious advantages in foreign trade. In recent years, it has actively explored and innovating the practice of famous city development, and has effectively integrated into the major development strategies such as "one belt along the road", the Yangtze River economic belt and the Yangtze River Delta regional integration. The construction of a famous innovation city involves many major development strategies, such as the cultivation of scientific and technological enterprises, new institutions, the creation of industrial landmarks, and the introduction of high-end talents.

In order to further understand the construction and development of Nanjing innovative city, based on the summary of relevant research literature at home and abroad, using the relevant theories of innovative city for reference, according to the basic principles of scientificity, representativeness, comprehensiveness and operability, this paper constructs an evaluation index system of Nanjing innovative city, including six first-class indexes and 28 second-class indexes. Then, select the 2014-2018 national economic and social development statistics bulletin data and Nanjing statistical yearbook and other data, and use the hierarchical weighting method and development index method to evaluate the construction effect of Nanjing innovation city. It is found that the construction of Nanjing innovation city has achieved remarkable results, and the overall trend is stable. It reflects that in recent years, the incentive measures for the construction of Nanjing innovative famous city are active and effective.
