摘 要

随着中国经济水平的提高，动漫产业作为具有创意的文化产业，得到了快速发展，市场前景日趋看好，通过集群可以进一步提升产业集群及群内企业的竞争优势。我国动漫产业发展的速度很快，然而在发展的过程中也有一些问题。通过对这些问题的解决，使我国动漫产业集群得到快速而健康的发展，可以带动文化等相关产业的发展，提高国民经济发展水平，改善人民生活条件。

本文首先从动漫产业集群的定义、特征、建设模式三方面简单阐述了有关理论知识；其次，简要概括了我国动漫产业集群的发展现状，并从其自身发展、园区建设、企业及服务平台四个方面深入分析了我国动漫产业集群发展所存在的问题；再次，从政府、企业、中介组织三方面提出了促进中国动漫产业集群发展的相关策略：政府应制定扶持性政策，完善相关法律制度；加强动漫产业园区的建设；积极扩大国际交流与合作；注重对动漫创意人才的培养；加强动漫产业服务平台建设；发挥非政府组织的作用；最后，以江苏省动漫产业的集群发展为论据，进行了案例分析，希望以上措施能帮助我国动漫产业集群的健康发展。

The Present situation and countermeasure of animation industry cluster in our country

Abstract

With the vigorous development of China's economy, as a creative and some culture industry, Animation industry has obtained the swift and violent development. It’s market outlook is positive. With research of cluster, the competitive advantage of industrial cluster and enterprises can get further enhance. Animation industry is developing rapidly in our country, but there are some problems in the development process. By solving these problems，The cluster of animation industry in China will develop rapidly and healthily. It can not only promote the development of related industries such as culture but also raise the level of national economic development and improve people's living conditions.

This paper will introduce the concept of animation industry cluster, characteristics, the model of construction to learn about the related theoretical knowledge at first. Secondly, it analyzes the current development of animation industry cluster in our country and problems from four aspects: the problem of animation industry itself, The problem existing in the animation industry park construction, the problem in enterprise, The problem existing in the animation industry service platform. Thirdly, This paper puts forward some strategies for promoting the development of Chinese animation industry with the help of government, enterprises and intermediary organizations: Develop supportive policies and improve the relevant legal system; Strengthen the construction of industrial parks; Expand international exchanges and cooperation actively; Focus on the cultivation of creative talents; Strengthen the construction of the industry platform for animation industry; Play the role of non-governments；Finally, Based on the development of the cluster of animation industry in jiangsu province，A case study was carried out. Hope the above measures will help the healthy development of the animation industry

第一章 引言

作为发展潜力极大的新兴行业，动漫产业在经济全球化影响下展现出快速发展之势，有人将其誉为“二十一世纪的朝阳产业”。大力扶持动漫产业，可以改善人民生活水平，为优秀文化的传播提供平台。国外动漫产业的发展，打开了国内市场，吸引了不同年龄层次的消费群众，同时刺激了国内该产业的成长。如今，我国动漫产业形成了以六大区域为主导的产业格局，该集群处于迅速发展时期，但在其发展过程中难免会出现一些问题。原创动漫生产能力低下，竞争力薄弱，缺乏创意，人才匮乏，管理不善等问题层出不穷。动漫产业集群作为覆盖面比较广的复式集群，其健康发展可以带动多方产业进步。促进我国文化产业的繁荣，届时各种创新产品将会竞相喷涌而出，文化界会呈现一片崭新的景象，同时推动GDP的增长。因此，深入了解中国动漫产业集群发展现状，找出其中的问题，同时提出解决对策至关重要。

1.1研究背景

当前，动漫产业在全世界呈美、日、韩鼎足之势。自1980年以来,伴随文化行业的繁荣和经济水平的提升, 国民越来越渴求动漫艺术品,受众人数逐渐扩大。据相关人员推算,我国每年在该领域有着200亿的直接市场, 4000亿的间接市场, 而且仍处于不断上升之中^【1】。由此可见，我国动漫产业的发展潜力巨大。到目前为止，我国动漫产业已形成了京津冀聚集区、长三角聚集区、珠三角聚集区、西南聚集区、东北聚集区、中部聚集区等六大地区为主的局面^【2】。

但是，在推动动漫产业集群健康发展过程中，我国还需做出更多努力。虽然我国动漫产业起步较早，曾有过一段辉煌时光，后来因受到文革的冲击，一度十分低迷。但进入90年代以后，我国开始与国外进行交流与合作，慢慢进入市场。这段期间，我国在该领域获得了快速发展。然而，与日美等国相比，仍显得原创能力不够，缺乏有影响力的作品。由此可见，通过分析我国动漫产业集群的发展现状及存在问题，提出相应对策可以有效帮助其健康发展。

1.2研究意义

动漫产业是一种覆盖领域特别广的特殊行业^【3】。近年来，该产业正逐渐变为新的拉动经济的助推器，被政府列为重点扶持对象。本世纪以来，我国政府为帮助动漫产业健康发展，制定了许多规章制度。这些措施刺激了我国动漫产业的成长，使其市场规模快速扩大。动漫产品拥有庞大市场需求，其衍生品空间则更为广阔。
