摘 要

产业创新平台是在一定区域内，围绕特定产业，从事产业共性技术研发和提供相关创新服务的知识基础设施，对其治理模式开展研究对于提升企业创新能力，促进传统产业转型升级，培育战略性新兴产业有很强的理论意义和实践意义。

很多学者对产业创新平台治理模式进行了研究，最普遍分类方式就是通过判断治理主体是不是创新平台成员，分出内部治理模式和外部治理模式。本文从投资主体和组织性质两个维度对产业创新平台的治理模式进行分类，将其分为公共型、私有型、混合型、网络型等治理模式，并且对其产品属性、受益排他性、消费竞争性进行了分析。通过结合实例，对张江药谷平台和吉林汽车零部件研发中心进行对比分析，进一步阐释了各模式之间的区别。最后对以上研究进行了总结，并通过结论提出了启示，探讨政府、企业、学校、研究院所以及平台本身在产业创新平台的建立和治理中应该如何去做。

The classification of industrial innovation platform governance model

Abstract

Industrial innovation platform is in a certain area around a specific industry, engaged in industrial common technology and provide innovative services related to infrastructure knowledge to carry out their research governance models for enhancing innovation capacity, promote the transformation and upgrading of traditional industries, the development of strategic emerging industry has a strong theoretical and practical significance.

Many scholars classify industrial innovation platform governance model have been studied, most of the classification is based on whether the governance body Innovation Platform members, divided into internal governance and external governance. From the nature of investment and corporate governance model in two dimensions on industrial innovation platform classification, type divided into public, private, hybrid, and other network-based governance model, and its product attributes exclusive benefit, consumer competition sex were analyzed. By combining the examples of Zhangjiang trough internet and Jilin APAS comparative analysis, to further explain the differences between modes. Finally, these studies are summarized and conclusions by the revelation, discuss the government, businesses, schools, research institutes and so the platform itself to what to do in the establishment and management of industrial innovation platform.

第一章 绪论

1.1 研究背景

全球能源资源和原材料价格的不断走高，同时伴随着世界劳动力成本的逐渐提升，导致我国大部分产业的低成本优势渐渐被吞噬。世界贸易的飞速发展以及跨国公司对全球战略规划的调整和转移，使我国现有产业承受巨大的竞争压力。我国亟待需要加快产业构建的整合和产业升级步伐，尽快达到产业集群的快速转型的目标。产业创新平台对促进产业技术升级和结构调整起到重大作用，而平台的治理模式则在其中拥有决定性的地位。

1.2 研究现状

我国对产业创新的研究最早可追溯到20世纪90年代的实证研究，虽然众多学者对产业创新的背景、主题、目的等都做出了解析，但对于产业创新的意义，学界并没有给出明确统一的定义。王春艳（2015）在其研究中指出产业创新是推动整个地域不断经济发展的主要方式，而创新人才就是完成区域产业创新的实现者。潘赛和王奎武（2015）在总结了前人的文献，以此为前提，对产业创新的定义、基本原理以及其能力评价研究进行总结，他们认为产业创新是我国创新体系的重要构成框架，是产业可持续发展和国家竞争力加强的支柱。

周旭东（2015）在其论文《产业创新的政策取向》指出产业创新即为产业内与产业间的资源再次整理、集合的经过。根据产业创新各种类别，周旭东（2015）把产业创新分割成产业内创新、产业间创新。要想积极推进我国产业的转型升级，就必须完全发挥出各个创新主体的创新职能。张桂芳和任保平（2015）提出产业创新必须运用市场机制、政策激励和制度保障来引领产业创新的方向，来加强中国经济增长质量。
